The Department of Veterans Affairs (VA) intends to award a sole source purchase order to O’Savange Biomechanics Inc. 8571 Hinckley Cir, Brecksville, OH 44141 to develop and prototype a device interface for Self-Monitoring Retinal Optical Coherence Tomography (OCT) to Allow Telemedicine Screening and Treatment of Retinal Diseases. facilities located in VA Northeast Ohio Healthcare System. This requirement is in response for the need to improve the user interface of the OCT device such that the percentage of usable scans acquired rises significantly (current approach yielded only 3 / 19 scans from medical residents that were deemed usable) for services for which the Government intends to solicit and negotiate with one source under the authority of only one source under the authority of FAR 13.5. This is a "Notice of Intent" and not a request for competitive proposals or quotes. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
