This is not a solicitation for bids, proposals, proposal abstracts, or quotations. This is a pre-solicitation notice to inform potential offerors of the VA s intent to award a contract maintaining supply of the Veterans Appeal Reporter (VAR) for the current year for the Office of General Counsel (OGC). Publications included under this requirement are Fourteen (14) Veterans Appeals Digest delivered monthly and Fourteen (14) Veterans Appeals Reporter delivered annually. Both publications are published and distributed by West Publishing Corporation. The publications will be delivered to the following address: Department of Veterans Affairs, OGC, 90 K St., NE, Washington, DC 20001 The anticipated contract period is one year, form September 30, 2021 through September 29, 2022. This is anticipated to be a sole source award to West Publishing Corporation as they are the only vendor capable of fulfilling the requirement and is in the best interest of the Government. Market Research revealed that no other vendors, other than West Publishing Corporation, are capable of providing the required deliverables. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The solicitation will not be posted through the GPE. This Pre-Solicitation Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. The Government will treat any information received as proprietary and will not share such information with other companies. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
