NOTICE OF PROPOSED CONTRACT ACTION: In accordance with FAR Subpart 5.2, this notice is provided for information purposes only. The Strategic Acquisition Center in Frederick, MD (SAC-F) intends to negotiate a non-competitive award (Firm-Fixed Price (FFP) sole-source Bridge Contract) with Bluewater Management Group LLC, for Offsite Lodging. SCOPE OF WORK: The VA Law Enforcement Training Center (LETC) in North Little Rock, Arkansas requires a vendor to provide lodging management service to obtain acceptable lodging for students at a fixed price. The students who travel to the VA-LETC facility for training are provided lodging and meals that are inclusive of the course tuition. Vendor shall provide lodging management services to locate, reserve and provide adequate lodging, as defined in the Performance Work Statement (PWS), for up to 115 students within a 7 mile radius of the Department of Veterans Affairs (VA), VA Law Enforcement Training Center (LETC), located at 2200 Fort Roots Drive, North Little Rock, Arkansas 72114. STATUTORY AUTHORITY: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1), as implement by FAR 6.302-1 (b)(3) Only one responsible source and no other supplies or services will satisfy agency requirements . THIS SPECIAL NOTICE IS NOT A SOLICITATION or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested parties must provide evidence of their capabilities to fulfill the requirement within fifteen (15) calendar days after date of publication of this notice to Allen L. Smith, Contracting Officer, at Allen.Smith3@va.gov with a copy to Dante Ruiz, Contract Specialist, at dante.ruiz@va.gov A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
