Page 2 of 2 Notice of Intent to Sole Source The Department of Veterans Affairs (VA) intends to enter into a sole source contract with CPS Professional Services, LLC, dba CATHEXIS, of Falls Church, VA to provide the VA Office of Small and Disadvantaged Business Utilization (OSDBU) with quality assurance and risk management services. This contract action will have a period of performance of 3 months with no option periods. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C.3304(a)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5, and 38 U.S.C. 8127(c), known as the Veterans First Contracting Program which provides VA with the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). Any vendors that have concerns with this sole source action may submit a response to Jonathan Chisholm, Contract Specialist via e-mail at jonathan.chisholm@va.gov prior to 21 March 2020. Submitting a response does not obligate VA to take any official action based upon the information presented in the response, and it is at the VA s sole discretion to alter its acquisition strategy for this procurement action.
