***The purpose of this Intent to Sole Source notice is to be in accordance with FAR 5.203 Publicizing and Response Time*** STATEMENT OF WORK (SOW) DEPARTMENT OF VETERANS AFFAIRS VHA HEALTHCARE LEADERS... ***The purpose of this Intent to Sole Source notice is to be in accordance with FAR 5.203 Publicizing and Response Time*** STATEMENT OF WORK (SOW) DEPARTMENT OF VETERANS AFFAIRS VHA HEALTHCARE LEADERSHIP TALENT INSTITUTE EXCELLENCE IN GOVERNMENT (EIG) FELLOWS PROGRAM BACKGROUND The Department of Veterans Affairs (VA) Healthcare Leadership Talent Institute (HLTI) mission is to identify, develop, and strategically manage the enterprise and healthcare leadership talent across VA and continually grow an engaged performance-oriented workforce that delivers exceptional service experiences to our Nation s Veterans. SCOPE OF WORK The goal of the Partnership for Public Service - Excellence in Government Fellows Program is to prepare leaders to be more than managers through a combination of innovative coursework, best practices benchmarking, challenging action learning projects, executive coaching and networking. Eligible employees are GS14 and GS15 (or equivalent) leaders with a record of strong accomplishment and demonstrate high-potential in OPM s Executive Core Qualifications. Exceptional GS13s may also be considered. The selection process complies with merit systems principles and supports succession planning within VA organizations. During the year-long program, fellows remain at their jobs, meet every six weeks and spend a total of 24 days in session. Fellows also devote up to five hours per week to their projects. Training will be provided for up to 60 personnel. This training will be used to train up to 60 VA participants, who are Federal employees. The contractor will be required to provide certificates for completion of training, which can be used to obtain Continuing Education Units and Professional Development Units. Certificates should be given at the completion of the course are required to be accessible to the students within 10 days of course completion. This service will be a Commercial off-the-Shelf training. No customized, newly designed, or tailored training will be considered. The class will include: Coursework: Leaders Teaching Leaders Benchmarks: Observing the Best in Action Results Projects: Solving Government s Problems Coaching/Mentoring: Learning from Others Experiences Networking: Creating A Cadre of Change Agents An orientation for VA s participants and their supervisors; a kick-off session with all EIG fellows and coaches; and a synthesis session at the end of the program Participation in the program via four VA-specific cohorts designed to build stronger networks within the Department. Customize the program curriculum by including VA speakers to address questions and provide learning opportunities about VA operations and internal organizations. Having VA-specific cohorts will also provide the Secretary and leadership team an opportunity to assign up to twenty mission-critical projects to some of the Departments highest performers. Pre- and post-program assessment data shows that VA fellows demonstrate a clear improvement across all leadership competencies as a result of their participation in the program. PERFORMANCE DETAILS PERFORMANCE PERIOD Contractor is to provide the said training within a mutually agreed upon period within May 2019 March 2020. Preferred dates are as follows: May 7, 2019 May 10, 2019 June 17, 2019 June 19, 2019 July 22, 2019 July 25, 2019 September 9, 2019 September 12, 2019 November 18, 2019 November 20, 2019 January 13, 2020 January 15, 2020 March 3, 2020 March 5, 2020 Training shall be confirmed with the COR at least 5 days prior to commencement of course. In the event of inclement weather or other emergency whereas the scheduled training date is unavailable, the training will be schedule at a later date feasible to the VHA Healthcare Leadership Talent Institute. PLACE OF PERFORMANCE Training shall be Instructor-led, face to face, in a public classroom setting specified by the contractor but no more than 50 miles of 810 Vermont St, NW Washington, D.C. 20420. SPECIFIC TASKS AND DELIVERABLES: The Contractor shall provide training titled: Excellence in Government Fellows Program. The desired objective/end results listed below are the minimum requirements that shall be met in the training instruction. Desired Objectives: The program objectives and curricula are built around the Office of Personnel Management s (OPM's) Executive Core Qualifications (ECQs), allowing you to hone the skills, develop knowledge, and strengthen the personal qualities leaders need to excel in senior executive positions. Desired ECQs: Leading Change; Leading People; Results Driven; Business Acumen; and Building Coalitions Tasks 4.1.1 The contractor will provide the following training segments in accordance with the scope of work: Values, Vision and Mission May 6-10, 2019 in Richmond, VA Driving Results June 17-19, 2019 in Washington, DC Leading People July 22 25, 2019 in Washington, DC Leading Change September 9 12, 2019 in Washington, DC Building Partnerships and Coalitions November 18 20, 2019 in Washington DC Business Acumen January 13 15, 2020 in Washington, DC Synthesis and Celebration March 3 5, 2020 in Washington, DC 4.1.2 Certificates The Contractor shall provide electronic training certificates in .pdf format for all students participating and successfully completing the training course. Deliverable: Hard copy training certificates SCHEDULE OF DELIVERABLES A summary of deliverables follows: Task Deliverable Due Date Required number 4.1.1 Training Segment Dates as prescribed in task 4.1.1 1 class per segment 4.1.2 Hard Copy Training certificates Upon course completion 1 per student sent to individual students via email GENERAL REQUIREMENTS CONTRACTOR RESPONSIBILITIES Contractor shall provide all management, administrative, clerical, and supervisory functions required for the effective and efficient performance of this requirement. Contractor shall be responsible to deliver training material with a instructor who is well qualified to perform the required training and assuring that the quality of services meets Government requirements. LICENSES, QUALIFICATIONS, AND/OR CERTIFICATIONS REQUIRED: Contractor shall provide credentials to demonstrate experience with Senior Leader Program. Credentials can be in the form of work experience (via resume), training certificates, course transcripts, or another means that can suitably elaborate on the instructor s experience. As a substitution, vendor can provide a statement of qualifications required to be an instructor for the contractor offered course.
