The Department of Veterans Affairs (VA) intends to issue a solicitation for Tribal Consultation Services. The purpose of the pre-solicitation notice is to synopsize the open market items required to perform the task areas of the requirement under NAICS code 541611. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA), Office of Tribal Government Relations has a requirement for providing tribal consultation both in-person and virtual consultation, agency executive summary report, and webinar services. Presidential Executive Order 13175, Consultation and Coordination with Indian Tribal Governments and guidance promulgated during the White House Tribal Nations Conference November 5, 2009, wherein the President reaffirmed the Federal Government s commitment to meaningful consultation with Indian Tribes, by directing that each Federal Agency adopt a detailed plan of action to implement Executive Order 13175, 65 Fed.Reg. 67249-67252, VA established a Tribal Consultation Policy signed by Secretary Shinseki dated February 4, 2011. This policy requires and defines how the Department of Veterans Affairs will engage with tribal governments for consultation. THERE IS NO SOLICITATION AT THIS TIME. This pre-solicitation notice does not constitute a request for proposals. This is a written notice to inform the public of the Government's intent to solicit under General Services Administration (GSA) Federal Supply Schedule (FSS) 00CORP Professional Services Schedule (PSS), SIN 874 1 Integrated Consulting Services with the open market items below required to perform task areas for this proposed requirement. This method of procuring these services is contingent on the sources sought notice issued on March 14, 2019 to identify parties having interest and resources to support this requirement. The purpose of the sources sought is to identify potential Service Disabled Veteran Owned Business (SDVOSB) and Veteran Owned Small Businesses (VOSB) who are active in System for Award Management (SAM) https://www.sam.gov and certified in the Veteran Information Pages (VIP), Veterans Business (VETBIZ) https://www.vip.vetbiz.va.gov/. This Sources Sought Notice is not restricted to SDVOSB/VOSBs and open to Small Business responses. The Government is seeking to gather market information and capability statements pertinent for acquisition planning. The responses to this Sources Sought Notice will enable the Contracting Officer to determine the most appropriate method of procuring these services and identify parties having interest and resources to support this requirement. The Government anticipates a Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) for this requirement under NAICS code 541611. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA), Office of Tribal Government Relations has a requirement for providing tribal consultation both in-person and virtual consultation, agency executive summary report, and webinar services. TASK AREAS MAY INCLUDE: Project Planning Meeting - The Government anticipates the Contractor to coordinate the meeting and hold it after award to discuss project tasks and overall requirements. The contractor is expected to take notes and submit an electronic report from the meeting that summarizes all the discussions after the meeting that includes decisions made and next steps. At the planning meeting, the Contractor is expected to present the details of its intended approach, work plan, timeline for entire task order, project schedule for each task to include deliverable dates, milestones, risks, resource support, and required tools for review and approval by the advisory group. The contractor is expected to submit a revised deliverable schedule by task, if required. The Government will provide the contractor with VA points of contact for any VA-related information that is required to fulfill task orders upon written request from contractor. In-person Formal Tribal Consultation Meeting - The Government anticipates the contractor to plan, organize, coordinate, and facilitate the tribal consultation meetings at the specific location VA requests. The Contractor is expected to be responsible for all costs associated with the tribal consultation meetings. The Contractor is expected to consult with OTGR as to the theme and agenda for the meeting/conference. The Contractor is expected to clarify a list of participants and a list of the key issues summarized from the consultation. In prearranged and specified instances, the Government may furnish materials and facilities. Each session is anticipated to be three to four hours in length. Contractor is expected to be responsible for a court reporter at each session. The finalized agenda is expected to be sent out prior to the scheduled meeting to the tribal leadership and VA leadership. Virtual Tribal Consultation Meeting - The Contractor is expected to handle all arrangements for virtual consultation, including webinar platform, conference line, and facilitation of discussion. The Government estimates up to 500 lines per call. The Contractor is expected to be responsible in collaboration with the VA for developing and finalizing the agenda and compiling information for dissemination at each virtual meeting/webinar. Contractor is expected to provide all necessary personnel and equipment to perform contract services. The Contractor is expected to provide all management/coordination of activities. Contractor is expected to be responsible for a court reporter at each session. The finalized agenda is expected to be sent out prior to the scheduled meeting to the tribal leadership and VA leadership. Dear Tribal Leader Letter (DTLL) (occurs with all formal communication with all federally recognized tribes) - Prior to any in-person formal or virtual tribal consultation meeting held and any formal communication required to tribal leaders, the Contractor is expected to be responsible to send out a DTLL to all federally recognized tribes (currently 573). The contractor will be responsible, in collaboration with the VA, for developing the content of the DTLL and dissemination to all tribal leaders. DTLL must be approved and accepted by the VA COR prior to date of the release of the letter. The Contractor is expected to disseminate the DTLL as described in Information Dissemination below. Tribal Consultation Report - Contractor is expected to track participation, meeting minutes summarizing key issues from each tribal consultation meeting (in-person or virtual), transcription of testimony, resolutions and/or any documents obtained at the meeting. Contractor is expected to provide this information to the VA after the concluding date of each tribal consultation meeting. Contractor is expected to work with the VA on VA s formal agency response to the consultation. The Government will route the report through the agency concurrence process for approval by the Secretary of Veterans Affairs (SECVA), The VA COR will electronically return approved report for any final changes and dissemination to all federally recognized tribes. The Contractor is expected to disseminate the written report as described in Information Dissemination below. Agency Executive Summary Report (occurs if in-person formal or virtual tribal consultation meeting are not done, or may be required in conjunction with tribal consultation meetings) - Contractor is expected to develop and provide an Executive Summary Report, which will include a summary of VA s activities related to the VA Office of Tribal Government Relations and the three branches within the VA (VHA, VBA, NCA). The report is expected to provide at a minimum, an introduction, summary, executive report, best practices related to VA efforts in providing healthcare and benefits to American Indians and Alaska Natives. The Contractor is expected to disseminate the written report as described in Information Dissemination below. Virtual Tribal Webinars (educational or informational) - Contractor is required to handle all arrangements for tribal webinars including webinar platform, conference lines, and facilitation of discussion. The Governments estimates up to 300 lines per call. The Contractor is expected to be responsible in collaboration with the VA for developing and finalizing the agenda and compiling information for dissemination at each virtual meeting/webinar. The Contractor is expected to provide all necessary personnel and equipment to perform contract services. The contractor is expected to provide all management/coordination of activities. The finalized agenda is expected to be sent out prior to the scheduled meeting to the tribal leadership and VA leadership. The Contractor is expected to disseminate the DTLL and agenda as described in Information Dissemination below. Information Dissemination - Contractor is expected to provide information dissemination and collection activities through various methods, including, but not limited to mailing and handouts. The Contractor is expected to be responsible for all costs associated with dissemination and collection of all information, including: copying, postage, personnel, supplies and equipment necessary to perform the services required. Have you provided these services for a Federal department or agency previously, or are you doing so currently? If so, provide contract and task order numbers, total award amount, agency name, and procurement method and vehicle (e.g., open market single award, GSA Federal Supply Schedule, internal agency ordering contract, etc.).
