Notice of Intent to Sole Source The Department of Veterans Affairs (VA) intends to enter into a sole source contract with Aptive Resources, LLC of Arlington, VA to provide the VA Office of Small and Disadvantaged Business Units (OSDBU) with Strategic Outreach and Communications support services. This contract action will have a period of performance not to exceed 10 months which includes a base period of four (4) months and three (3) two (2) month option periods. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C.3304(a)(5), Authorized or Required by Statute , as implemented by FAR 6.302-5, and 38 U.S.C. 8127(c), known as the Veterans First Contracting Program which provides VA with the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). Any vendors that have concerns with this sole source action may submit a response to Jonathan Chisholm, Contract Specialist via e-mail at jonathan.chisholm@va.gov prior to 06 March 2019. Submitting a response does not obligate VA to take any official action based upon the information presented in the response, and it is at the VA s sole discretion to alter its acquisition strategy for this procurement action.
