This is a non-personnel services contract for VA Kids Care, a Drop-in Child Care Service, for the Veteran Affairs Heath Care System nationwide. The Government shall not exercise any supervision or control over the contract service providers performing the service herein. Such contract service providers shall be accountable solely to the contractor, who in turn is responsible to the Government. The Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020, Deborah Sampson Act of 2020, Section 5107(a): Under section 5107(a) of the Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020 (P.L. 116-315; codified at 38 U.S.C. § 1709C), VA is required to carry out a program to provide assistance to qualified Veterans to obtain child care so that those Veterans can receive certain health care services. It is the intent of the Department of Veterans Affairs (VA) to provide hourly, drop-in child care services to veterans during their VA medical appointments in an effort to help relieve the difficulty some veterans have in making their VA medical appointments when they are responsible for providing care to young children. Children, both infants and school-age can be dropped off at the VA Child Care Center for the duration of the veteran's scheduled medical appointment, at no charge to the veteran.
