The Department of Veterans Affairs (DVA) Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) on behalf of VHA is issuing this Request for Information (RFI) in accordance with the FAR 10.002(b)(2) to determine the availability and technical capabilities of qualified sources. The period of performance will consist of a base of 12-months with four 12-month option periods from the date of award. The SAC in conjunction with VHA is seeking a qualified source to manufacture Endoscope Drying and Storage Cabinets - Vertical on an agency wide basis. VA intends to award a Brand Name or Equal (BNOE) single award Requirements contract for this requirement IAW with FAR 16.503. Vendors will be required to deliver Endoscope Drying and Storage Cabinets - Vertical to VA medical centers and facilities throughout the United States. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113 Surgical and Medical Instrument Manufacturing and the associated size standard is 750 employees. It is emphasized that this is a notice solely for planning and informational purposes. 2.0 SCOPE Endoscope drying and storage cabinets - Vertical are designed to reduce infection risks by removing moisture from endoscopes following high-level disinfection (HLD) and providing a controlled environment in which to store them. These cabinets are typically manufactured using materials (e.g., stainless steel, polypropylene, acrylic) that permit ease of cleaning. Endoscope drying storage cabinets circulate clean air using a high-efficiency particulate-air (HEPA) filter, exhausting the air back into the room through an activated carbon filter. In addition to circulating air within the cabinet, continuous filtered air is forced through the endoscope channels to purge water eliminating bacterial proliferation during vertical storage from their control body. Additionally, some drying storage cabinets allow for user and endoscope tracking and data export to help prevent endoscope handling by unauthorized personnel, to track compliance with endoscope management policies, to facilitate contact tracing in cases of possible cross-contamination, and to prevent theft. These items must be captured in the vendors pricing volume CLINs 0001 - 0006 apply SC s SC # SALIENT CHARACTERISTICS METHOD OF EVALUATION SC Literature Steris Steelco SC 1 The Endoscope Drying and Storage Cabinet shall be a freestanding cabinet equipped with channel purging and vertical storage. Literature Review Page 2 Page 3 SC 2 The Endoscope Drying and Storage Cabinet shall use HEPA-filtered air, both within the cabinet and for purging of endoscope channels in alignment with meeting ANSI/AAMI ST91:2021 standards. The letter shall be printed on the manufacturers letter head and be no older than 6 months old. The letter shall also clearly state how long your agreement is place with the manufacturer, e.g., 6 month, 4 years, expires 4 years from XXX, end of 2025, etc. The letter shall also be signed by a legally, authorized representative of the manufacturer.
