This Sources Sought/Request for Information (SS/RFI) is for market research purposes only and issued in accordance with FAR 15.201(e). This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. The Department of Veterans Affairs (VA), Strategic Acquisition Center (SAC), in Fredericksburg, Virginia, on behalf of the Department of Veterans Affairs, Veterans Health Administration (VHA), Office of Dentistry (OOD), is seeking to gain knowledge of potentially qualified contractors to provide non-personal support services, Professional- Market Research/Public Opinion. The result of this market research will contribute to determining the method of procurement. Based on the information gathered from this RFI a determination shall be made, by the Contracting Officer, if a solicitation will be issued and the most applicable North American Industry Classification System (NAICS) code. At this time the suggested NAICS code assigned to this procurement is 541910- Marketing Research and Public Opinion Polling. DESCRIPTION OF SERVICES: VA is seeking information for a contractor potentially capable of providing the following services: VHA-wide use of survey instruments, access to non-VA data files for comparable analysis, statistical consulting on an as needed basis, address file cleaning, data collection services, survey data file transfers (FTP), white mail handling, and translation into Spanish used in the territory of Puerto Rico for patient-survey populations. RESPONSES: If your organization has the potential capability to provide the needed services, please provide the following information: Capability Statement. Please provide a tailored capability statement, specific to this RFI. The response should describe business capabilities that are described in the attached Performance Work Statement (PWS). Organization Information- Provide General Information on your business (i.e. name, address, email, etc.). Socio-economic status and business size. Specifically, indicate whether your business is a certified Service Disabled Veteran Owned Small Business (SDVOSB) and registered in VetCert Registry at https://veterans.certify.sba.gov, or a Veteran Owned Small Business (VOSB). If Small Business (SB), indicate if your firm qualifies as an (a) small, emerging business, or small disadvantaged business, (b) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. Provide Unique Entity Identification (UEID) number for your business. State whether your firm is registered with the System for Award Management (SAM) at https://www.sam.gov. Provide comments, questions, and recommendations for the PWS. General Question: 1- How do you plan to comply with Limitations on Subcontracting at FAR 52.219-14? RESPONSE SUBMISSION: Responses must be received by this office on or before 2:00 PM EST on July 18, 2023. Failure to include the subject line may result in a missed response to the SS/RFI. VA reserves the right not to reply to any emails, responses, and/or materials submitted. Issuance of this notice does not constitute an obligation on the part of the Government to procure these services or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation exists at this time. VA is neither seeking proposals nor accepting unsolicited proposals, and responses to this notice cannot be accepted as offers. Any information the contractor considers proprietary should be clearly marked as such. The Government will not pay for any information or administrative costs incurred in response to this Sources Sought Notice/Request for Information.
