THIS IS A REQUEST FOR INFORMATION AND COMMENT. This is not a request for offers, quotes, or proposals and in no way does this notice represent a commitment by the Government to issue a solicitation or award a contract. Any information provided in response to this notice is solely for market research purposes. The Department of Veterans Affairs (VA) Strategic Acquisition Center (SAC) on behalf of the Veterans Health Administration (VHA) Prosthetics Sensory Aid Service (PSAS) is issuing this request for information and comment as a form of industry engagement to solicit industry feedback on the attached DRAFT Statement of Work (SOW) in support of a requirement for the establishment of the Next Generation of National Contracts for Prosthetics Surgical Implants. Industry feedback and comments received will contribute to determining the method of procurement and any final SOW issued for this requirement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339113. The Product Service Code is 6515. NEXT GENERATION PROSTHETICS SURGICAL IMPLANTS The Department of Veterans Affairs (VA) is looking to expand upon its National Contracts program for Prosthetics Surgical Implants as the current program contracts are coming to an end. The VA currently has 2 efforts that make up its National Contracts program for Prosthetics Surgical Implants, Biologics and Non-Biologics. The objective of the Next Generation Prosthetics Surgical Implants program is to expand upon the previous national contracts program and capture all Prosthetics surgical implants, inclusive of both Biologics and Non-Biologics, ensuring continuity of service while growing a robust supply chain of manufacturers and distributors. Being this is a national effort, total annual sales by both manufacturers and distributors will be strongly considered when determining program participants for national contracts consideration. Please note: The Government anticipates at this time that a yet to be determined dollar figure of sales, potentially in the range of $3,000,000 10,000,000 annually, may be required at minimum for possible consideration of a national contract; industry comment and feedback regarding any potential discriminator(s) is encouraged and welcomed. INDUSTRY FEEDBACK REQUEST FOR INFORMATION AND COMMENT The VA is providing the attached DRAFT SOW for industry review and comment. If your organization has interest in participating and has the potential capacity to supply the products and/or provide the distribution services identified under the anticipated scope, please provide any comments/questions/feedback you may have as it pertains to the DRAFT SOW and the categories listed therein. Additionally, it is requested that you please provide response specifically to the following: Organization category (manufacturer or distributor), size, and type of ownership for the organization and small business status (if applicable). If a Manufacturer - please provide details on the specific prosthetics surgical implants you would furnish if awarded a National Contract. Which Categories do you anticipate providing products under? How many different SKUs do you anticipate providing? What dollar value of *direct sales to VA did you have for FY21 and FY22 annually? What dollar value of *direct sales to VA did you have for FY21 and FY22 annually under anticipated categories? Does your organization anticipate utilizing any distributors if awarded a National Contract? Who do you anticipate would be your primary distributors? If a Distributor - please provide details on the specific prosthetics surgical implants you would furnish if awarded a National Contract. Which specific Manufacturers do you anticipate providing distribution services for? Which categories do you anticipate distributing products under? How many different SKUs do you anticipate distributing? What dollar value of **direct sales to VA did you have for FY21 and FY22 annually? The VA is exploring the possibility of establishing line items for the bundling of equipment and instruments for some commonly performed implant surgeries. The VA is asking that, if possible, you provide a list of your top 10 implant surgeries whereby a complete bundle of all required material, equipment, and instruments can be purchased as one package/kit/deal for a single price. A potential pre-solicitation industry engagement day is being looked at for possibly the June/July 2022 timeframe. Date and time will be forth coming.
