This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 36C10G-20-R-0010 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through the FAR, effective June 7, 2020. The Government anticipates awarding a Firm-Fixed Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) from the RFP to the responsible Offeror whose offer, conforming to the RFP, is most advantageous (i.e., best value) to the Government. The RFP will be solicited under a 100% Small-Business (SB) Set-Aside, using FAR 12 procedures, and evaluated under a Best Value with Tradeoffs basis, using FAR 15 procedures. BASIS FOR AWARD: The award of an IDIQ will be made based on the best overall (i.e., best value) proposal, conforming to the Combined Synopsis/Solicitation, that is determined to be the most beneficial to the Government, with appropriate consideration given to the four following evaluation Factors: Technical, Past Performance, Veterans Involvement and Price.
