The purpose of this amendment is to answer questions submitted from vendors. QUESTION: Your pricing sheet lists several locations which are outside the continental US including, San Juan, Alaska, Manilla, Honolulu, etc. Can you please tell me if the products are expected to be shipped directly to those OCONUS locations? Or will these awards be shipped to a US cross-dock and forwarded to the OCONUS locations? ANSWER: The solicitation only requires delivery to VA medical facilities throughout the United States. For those OCONUS locations, the shipment would go to a US Point of Exportation and be forwarded. QUESTION: In review of Solicitation 36C10G20Q0055, we would like to understand why this contract is not an SDVOSB set-aside? Additionally, we did not see any Grey Market Prevention Language in the bid and the requirement for an Authorization Letter from the Manufacturer. Is this required? ANSWER: This requirement was not solicitated as a SDVOSB set-a-side because it did not meet the required criteria. There was not a Non-Manufacture Class Waiver for the NAICS code 339112 with PSC 6540, there were not at least two interested SDVOSB/VOSB or SB manufacturers that responded to our RFI that could fulfill this requirement, and there were not at least two interested SDVOSB/VOSB distributors identified that have compatible products from two or more SB original equipment manufacturers capable of meeting the requirement. In regard to your question regarding “Grey Market Prevention Language” and “Authorization Letter from the Manufacturer”, both apply and are referenced in several places in the solicitation.
