This Request for Information/Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. The Department of Veterans Affairs (VA), Strategic Acquisition Center in Fredericksburg, Virginia is seeking information from responsible sources on behalf of the Veterans Health Administration, Office of Community Care (OCC) for the potential procurement of a contractor to establish and maintain a network of high-performing licensed health providers and practitioners to provide medical, surgical, complementary and integrative services, durable medical equipment, pharmacy, and dental services throughout the state of Alaska (AK). The Contractor shall (i) provide exemplary customer service; (ii) monitor and manage quality outcomes; (iii) use data and performance metrics to improve services, and (iv) process and pay claims for services ordered against the contract. The Contractor shall serve as a third-party administrator with responsibility to provide managed healthcare services. This notice is intended strictly for market research purposes only. The intent is to gain information from industry relative to the North American Industry Classification Code (NAICS) 561990 and the small business size standard is $11 million. Potential sources with information are to respond by email to LeShanna.Calahan@va.gov and Tamela.Grandberry@va.gov no later than March 24, 2020 at 4:00pm Eastern Time and provide the following information: 1) Organization name, address, DUNS number, and web site. 2) Point of contact to include e-mail address and telephone number, should the Government have any questions related to your responses 3) Business size (large or small). If small, please provide type of small business (SDVOSB, VOSB, 8(a), HUBZone, etc.). 4) GSA contract number, schedule, and SIN category(s), if applicable. 5) Were there any terms and conditions (Tasks 1 19) or clauses in the previously issued solicitation that precluded your company from proposing on CCN Region 5 RFP, amendment 0005 (attached)? If so, please identify the specific terms and conditions, and your concerns with those terms and conditions? 6) Were there any Evaluation Factors (Section E.8 ADDENDUM 52.212-2 EVALUATION FACTORS) in the previously issued solicitation that precluded your company from proposing on CCN Region 5 RFP, amendment 0005 (attached)? If so, please identify the specific Evaluation Factor(s), and your concerns with those evaluation factors? 7) Would you be interested in proposing on this requirement for CCN Region 5 in the future? 8) Provide any additional information the Government should consider in this acquisition. 9) As a Prime contractor or Joint Venture can you and are you willing to meet all Federal Acquisition Requirements (FAR) in a competitive acquisition? 10) As a Prime contractor or Joint Venture, can you meet all the requirements as described in the CCN Region 5 RFP, amendment 0005 (attached)? If you cannot, please identify which requirement(s) you cannot meet (i.e. PWS Table 19 - Network Pharmacy Minimum Access Standards) and what impacts your ability to meet them? 11) Provide your capability in meeting the requirements in the attached CCN Region 5 RFP, amendment 0005?
