Questions Received from Vendors Scanning System Multifunctional Corneal Analyzer Solicitation 36C10G20Q0027 Confirm that there would be no shipments outside the continental USA? Answer: All shipments will be inside the USA. This solicitation is not a set aside, so I am writing to inquire as to the market research were there not two possible SDVOSB s to meet the Rule of Two test? Answer: For a requirement to be SDVOSB/VOSB set aside the SDVOSB/VOSB must manufacture 50% of the product or provide the product of a small business manufacturer. During market research, there were not two or more SDVOSB/VOSB vendors that could meet this requirement found. As a result, the acquisition strategy for this requirement is full and open, which means every vendor who wants to quote can quote. We would like to request a change to the spherical range to be SC8 -20 to +20 diopters and SC9 to be 0 D to +/- 8 diopters. In speaking to optometrists and ophthalmologists, this difference is insignificant and would not limit the effectiveness of products with this range of salient characteristics. Answer: Salient characteristics SC 8 and SC 9 will remain as posted in the RFQ.
