Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for a Design-Bid-Build Solicitation Number 36C10F23R0004 for the renovation of Building 1 at VAMC Biloxi, MS. This procurement is Unrestricted. The Offeror must be a General Construction company with an approved NAICS Code 236220, Size Standard $39.5 million and bonding capacity. The Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the renovation of Building 1 in accordance with the RFP documents at the VA Medical Center Biloxi campus. The Project is for exterior building envelope performance alterations and renovation of Building 1 3rd, 4th, and 5th floors and attic, totaling 54,370 gsf. Also included is upgrading the interior utilities, which include replacement of HVAC, plumbing, electrical, chilled water systems and modifications to fire protection systems. Construction will be phased. Project will include monitoring of existing foundations system by outside consultant under separate contract throughout the project. Sustainable design principles will be included in the construction of the project in accordance with Executive Orders and other laws. Facilities will incorporate LEED strategies and comply with Energy Policy Acts. Low Impact Development will be included in the construction of this project where applicable. Work is to be completed within 608 calendar days of receipt of Notice to Proceed. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000 with a completion period of 608 calendar days after receipt of notice to proceed. NOTICE TO PRIME (GENERAL) CONTRACTORS: The offeror must be registered in the System for Acquisition Management database at https://www.sam.gov prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from Sam.gov, which will be available on or about May 10, 2023. By registering at Sam.gov (https://www.sam.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in the System for Award Management (SAM.gov) and have a UEI Number to download documents. By registering for the Register to Receive Notification list at https://www.sam.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee with their proposal. The proposals will be evaluated and award made utilizing the Best Value, Trade -Off method per FAR Part 15. This Sources Sought is for a Design-Bid- Build Contract in Biloxi, MS.
