PROJECT DESCRIPTION: The contractor shall furnish all tools, materials, equipment, and labor necessary for the completion of 3350 La Jolla Village Dr, San Diego, CA 92161 at the San Diego VAMC, in accordance with the drawings and specifications. The Overall Project will be performed within the Upgrades and shall be phased by Building level and then quadrant, if applicable. The contractor shall provide a schedule for VA approval prior to commencing work that identifies the schedule for each phase including allowances to adhere to project ICRA requirements shown on the drawings, Contractor shall mitigate facility disruptions and shall coordinate all shutdowns with the VA at a minimum 3 weeks prior to beginning work in that area. Night and weekend and off-hours premium time is mandated for noise abatement and utility shutdowns. Facility hours of operation are 7:30 AM to 4:30 PM Monday through Friday. The contractor shall include a 20% allowance on the total material, labor, and overhead costs to ensure differing site conditions are covered in the Base Bid. This prevention plan is intended for use by the VHA, architectural and engineering design teams, contractors, and commissioning agents, as well as the VHA operation, maintenance, and building water systems service staff of the VHA. Scope of Work The contractor shall furnish all labor, equipment, certification, supervision, and materials necessary to perform all operations in connection with this order. This requirement is classified under construction as it calls for the alteration of real property. The contractor shall perform work in strict accordance with the General Specifications, Statement of Work, Design, Schedule, and all other supporting documents for this contract to include, but are not limited to any following attachments not provided in the solicitation. 1, Install a new point-of-entry Copper / Silver Ionization system at the main water service entrance in Building 2. Remove dead legs from the existing water system by capping dead legs at the domestic water supply within 1.5x the diameter of the dead leg pipe. Provide Thermostatic mixing valves for all existing fixtures that lack them, and recalibrate existing ones. Provide a domestic cold water shell and tube heat exchanger (with chilled water) to limit the temperature of incoming water from the City of San Diego. Provide a circulation system for Domestic Cold Water within Building 1 to ensure control of DCW water temperature at the most distant distribution point. Replace existing DCW and DHW valves with full-port ball valves to mitigate any future build-up of bacteria. Use of electric point-of-use water heaters at (2) temperature deficient fixture locations. Provide automated monitoring through the installation of sampling stations at distal points throughout Buildings 1, 2, and 11. These sampling stations will monitor, at a minimum, the following: Chlorine levels in the domestic hot and cold-water systems Temperature in the domestic hot and cold-water systems pH levels in the domestic hot and cold-water systems Total Dissolved Solids (TDS) in the domestic hot and cold-water systems This is a stand-alone procurement that will result in the award of a Firm-Fixed Priced Construction Contract. The contract will be procured using sealed bidding procedures, as it has been determined by FAR 6.401 to be the most appropriate method of contracting for the subject requirements.
