Page 4 of 4 Purpose The purpose of this notice is to receive feedback from industry regarding the requirement (see below attached questionnaire to this notice). The information received from interested parties will help inform the Government s direction for engineering, construction, and procurement related decisions. The VA is in the planning stages for the project and actively seeking input from the marketplace. The VA is expecting to hear from companies who have experience in design and construction. If firms are interested in performing this work, please review the attachment, provide responses to the questionnaire, and submit to the POC listed on this notice. Responses shall include at minimum the following information- 1. Company Name 2. Address 3. Point of contact 4. Phone number and email address 5. Business size determination and qualifying small business status 6. Certification of Small business status and DUNS Number 7. Available bonding capacity surety letter 8. Provide construction experience of similar projects in size and complexity. Interested firms must be approved to perform under NAICS Code 236220. The Small Business Size Standard is $39.5Million. A bid bond as well as payment and performance bonds shall be required. Note* This is NOT a Request for Proposal (RFP) and the Government is seeking information for market research purposes only. The Government may or may not issue an RFP for this project. Project Background Project 640A0-19-114, Replace Seismically Deficient Building 114 Central Plant This project will replace seismically deficient Building 114 Boiler Plant to support the Menlo Park Division. Decommission and raze seismically deficient Building 114. Description This project does not have an acquisition method or schedule available (under development). The contract is anticipated to be advertised and awarded in late calendar year 2021 or early 2022. The total project magnitude is between $10,000,000 and $20,000,000. Questionnaire - Project 640A0-19-114, Replace Seismically Deficient Building 114 Central Plant Given the project information, would your company be interested in performing this work? From your review of the project information, what would you recommend for the engineering approach, a Design-Build (DB) or Design-Bid-Build (DBB)? Please explain your rationale for the recommended approach. Where do you see the most risk with this project? What assurance (work considerations) would your company need under a Design-Build requirement, to mitigate price escalation? What environmental challenges, if any, do you foresee for this project? What permitting challenges, if any, do you foresee for this project? If the VA were to pursue a Design-Build requirement, it would only be done utilizing a 2-step acquisition process. Would your company submit a proposal? If not, please explain. What advice would you give the VA in planning for this project, inclusive of location, scope, design, and construction considerations? Does your firm have the appropriate bonding capacity to bond this project in the estimated amount?
