The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, is issuing a pre-solicitation notice for a construction requirement for Western New York National Cemetery, Phase 1B, Corfu, New York. This procurement is a 100% set-a-side for Service-Disabled Veteran-Owned Small Business concerns and will be released under Solicitation Number 36C10F21R0016. The purpose of this project is to enable an existing national cemetery to continue to provide burial services for eligible veterans in the western New York area. Located on Indian Falls Road in Pembroke, NY approximately 35 miles east of Buffalo, NY is the Western New York National Cemetery serving a veteran population within a 75-mile service area. This proposed development will provide an additional 10 years of continued burial service to a veteran population who has been served by this national cemetery since it opened in 2020. This project will comprise the second construction phase of cemetery development and will primarily include the construction of additional burial facilities intended to provide 10 years of service on existing, undeveloped land. The remainder of the site will be developed in future 15- year phased projects. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 10 years will comprise this phase of construction. This investment will develop approximately 30 acres of undeveloped land to provide approximately 9,942 gravesites (with bid options), in new burial sections. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the Beta.sam.gov website. By registering at https://beta.sam.gov/, offerors will have access to these notifications, as well as download-able plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ and be currently registered in the System for Award Management, https://www.sam.gov/SAM/. CFM plans to issue the solicitation in late February 2021. The project duration is estimated at roughly 3 years. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction) with the size standard of $39.5 Million. CFM intends to conduct this acquisition in accordance Federal Acquisition Regulation part 15.101-- Best Value Continuum and 15.101-2-- Tradeoff Process.
