Pre-Solicitation Notice The Department of Veterans Affairs (VA), Office of Construction and Facilities Management is issuing a Pre-Solicitation Notice for the Solicitation Number 36C10F20R0019 St Louis Campus Demolition & Paving. This procurement is set-aside for CVE verified Service Disabled Veteran Owned Small Business Concerns (SDVOSB). The SDVOSB Offeror shall be register as such at https://www.vip.vetbiz.va.gov/, and along with the submission of their proposal, shall include a copy of the appropriate CVE verification. Any offers received from other than CVE verified SDVOSB concerns, will receive no consideration for award. All CVE verified SDVOSB firms shall be a General Construction Firm with an approved NAICS Code 238910 Site Preparation Contractors, Small Business Size Standard of $15 million and have sufficient bonding capacity (100% payment and performance bonds required). Additionally, offerors will be required to submit a bid guarantee with their proposal. The magnitude of construction cost for this project is between $10,000,000 and $20,000,000 with a completion period of 530 calendar days after receipt of notice to proceed. Based upon the drawings and specifications to be provided by the Government upon release of the solicitation, the CVE verified SDVOSB Contractor shall provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for the construction of the project described herein. Work is to be performed at the Jefferson Barracks Division Campus of the St Louis VA Medical Center located at 1 Jefferson Barracks Drive, St. Louis, Missouri 63125. The scope includes, but is not limited to abatement and removal and disposal of asbestos or other hazardous materials to facilitate demolition of buildings or modifications or connections to utility systems; demolition and removal of existing Buildings 61 and 63 and individual area site improvements including features above and below ground; earth and site work, including excavation, fill and disposal of surplus excavated earth or other material; shoring and protection of existing construction to remain or as otherwise required to implement the contractor s means and methods; abandonment, removal and/or relocation of existing underground utilities; removal and disposal of existing fencing; installation of new underground utilities, perimeter fencing, infrastructure, pavements for roadways and parking, and all other incidental related work necessary to complete construction of new campus utilities, parking, roadways, pavement markings, walkways, signage, lighting, landscaping, and related site improvements as detailed in the contract documents. The Contractor shall also provide a contractor Quality Control system; laboratory and field testing, inspections and systems testing; a safety program with regular inspection and reporting; and a baseline resource loaded construction schedule with recurring schedule updates. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. NOTICE TO PRIME CONTRACTORS: The CVE verified SDVOSB offeror must be registered in the System for Award Management (SAM) database https://beta.sam.gov/ prior to award. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of solicitation documents from FedBizOpps, which will be available on or about April 24, 2020. By registering at FedBizOpps (https://beta.sam.gov/) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By signing up for the Register to Receive Notification list at https://beta.sam.gov/, you will be notified by email of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE: A Pre-Proposal conference will be scheduled to take place at VAMC St Louis, MO. Be advised this will be the only scheduled site visit. Offerors are highly encouraged to attend. The specific time, date, and location will be provided along with the formal issuance of solicitation 36C10F20R0019. There will be no public bid opening. The proposals will be evaluated and award made utilizing the Best Value, Trade-Off method per FAR Part 15. Offerors are advised award may be made without discussion. It is anticipated proposals will be due to the Contracting Officer by 2:00 p.m. CST on or about May 29, 2020 (Due date will be at least 30 days after solicitation release).
