The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM,) at 1425 Tri State Parkway, Suite 140, in Gurnee, IL 60031 is issuing a revised pre-solicitation notice for a Design-Bid-Build Construction Project for the Jefferson Barracks National Cemetery Phase 5 Expansion. This solicitation will be 100% set aside for Service Disabled Veteran Owned Small Businesses under Solicitation Number 36C10F19R0056. The purpose of this project is to enable the existing national cemetery to continue to provide burial services for eligible veterans in Missouri. Jefferson Barracks National Cemetery is in St. Louis, MO. Please refer to the original Pre-solicitation Notice issued under Notice ID 36C10F19Q0070, Issued November 5, 2019 and updated November 6, 2019. CFM is considering conducting this acquisition as a best value with tradeoffs in accordance with FAR Part 15, Contracting by Negotiation. This notice is not a request for competitive offers. The Department of Veterans Affairs (VA,) Office of Construction and Facilities Management (CFM) intends to publish the upcoming Request for Proposals (RFP) and all subsequent amendments to this RFP through the https://beta.sam.gov/ website. Offerors will have access to these notifications, as well as download-able plans, specifications and amendments, which will be available only electronic format. It is the Offeror's responsibility to actively monitor the website for any amendments to the RFP. Offeror's must be listed in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ and be currently registered in the System for Award Management, www.sam.gov. CFM plans to issue the solicitation on January 7, 2020.
