Prospective Contractor/Offeror: This is a Sources Sought Notice and is a preliminary notice for the RFP (Request for Proposal) for a Design-Bid-Build Construction Contract to build a new Warehouse and Linen Area renovation at the Dallas VA, North Texas Health Care System. Project Description: VA has a requirement to construct a new two-story warehouse an estimated 79,460BGSF, and renovation of linen area estimated 5,000 BGSF located at the Dallas Campus of the VA North Texas Health Care System. Work includes but is not limited to: Warehouse: work includes: construction of: a new two-story warehouse; the new warehouse is designed to attain the ability to certify as LEED Silver; the upper level is designed to accommodate administrative functions; the new warehouse is designed in accordance with the Physical Security Design Manual for Life Safety facilities (dated 2007); Demolition of three Buildings in preparation for Warehouse construction: work includes: demolition of existing buildings 10, 12 and 27. drawings and specifications regarding abatement of asbestos containing materials and lead based paint are anticipated to be developed and included for review as part of this review process regarding the demolition and removal of these three buildings. Renovation of Linen Area in Building 2 work includes: renovation of linen area in Building 2 to accommodate linen holding area (This must occur before current laundry building, building 2 can be deactivated and demolished.) Six items/systems that are proprietary requirements to function with the existing VA Dallas systems. Refer to proprietary chart below for listing of the determination for each of these specific systems/items. Sources Sought Notice This sources sought notice is for market research purposes in accordance with federal Acquisition Regulation (FAR) Part 10, and is to canvass firms classified under one or more of the following SBA programs: 8 (a), HUB Zone, SDV, WOSB, SDVOSB, and /or VOSB. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information in the cover letter /introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination, and qualifying small business status/certification of Small Business and/or CVE certification for (SDVOSB). (3) Bonding capacity (from surety). If submitting as a Joint Venture(JV), all JV s must have an agreement, JV entity DUNS, and JV CVE certification. Please limit responses to (5) pages. The Contractor capability statement shall include, but not limited to: Design-Bid-Build Experience: Provide at least three projects demonstrating previous experience performing this type of construction (before mentioned) with a value of at least $25,000,000.00. Design-Bid-Build Experience: Provide at least three projects within the past five years that demonstrate experience with similar type, size and scope of this described project. Capability to perform: Provide a construction management composition for this type project. Briefly state how this project will be managed.
