J&A Statutory Authority: FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Contract Award Date: January 21, 2019 Contract Award Number: LEASE NO. 36C10F19L0004 Synopsis: The VA currently occupies 124,146 square feet of property which yields 2.85 acres of land in St. Augustine, Florida, under Revocable License 640-14-001 which is due to expire on 12/31/2018. VA intends to negotiate a replacement land lease with the current Licensor without full and open competition based on Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements in accordance with FAR 6.302-1. VA is taking such action to ensure continued occupancy and prevent disruption of critical patient care services as it completes the construction of a new clinic. The requirement includes 124,146 square feet (2.85 acres) of land currently being utilized to host temporary modular trailers and a surface parking area that accommodates approximately one hundred twenty (120) parking spaces for the St. Augustine Community Based Outpatient Clinic. There is a continuing need for operations on the property while a long-term lease facility is constructed and activated which will replace the current clinic. The anticipated term of the land lease is an initial term of twenty-four months, commencing on January 1, 2019, with three (3) consecutive four (4) month renewal options which may be exercised only by the VA. A land lease will be utilized instead of a Revocable License. The estimated total cost for the initial term and all options is $ 548,540 based on existing license fees and standard industry escalation. The delineated area is unchanged as the intent is to remain in place. Contractors must be properly registered in the System for Award Management (SAM).
