THIS IS A SOURCES SOUGHT NOTICE ONLY: This announcement is seeking information from industry, which will be used for preliminary planning purposes. No quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR QUOTES OR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to conduct market research to determine if there are a sufficient number of qualified and interested Service Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB), capable of providing the required services, to warrant a solicitation set-aside in accordance with the requirements of Public Law 109-461. The Department of Veteran Affairs, Veteran Benefits Administration, Central Office, 1800 G. St. NW, 20006, is seeking a qualified Service-Disabled Veteran-Owned Small business (SDVOSB) or Veteran Owned Small Business (VOSB) to provide a Cloud Based Software as a Service (SaaS) Digital Interviewing Platform with Project Management Services. Please review the attached draft Performance Work Statement for additional details. Interested parties responding to this sources sought request shall submit a capability statement including the following information at a minimum: (1) Company name, address, Unique Entity ID, and point of contact with phone number, and e-mail address; (2) Type of business (i.e. Large Business, Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Small Business (SB), etc.); (3) NAICS Code under which your company provides the required services; (4) List of firm’s experiences in work performed of similar type and scope to include projects in progress and completed within the past 3 years; (5) A positive statement of your firm’s ability to meet the requirements of 13 CFR § 125.6, Limitations on Subcontracting; (6) A positive statement of your firm’s intent to submit a quote in response to a solicitation for this project; The response date for this Sources Sought notice is April 17, 2023, at 2:00 PM CT. The Government will not pay any costs for responses submitted.
