STATEMENT OF WORK (SOW) I. INTRODUCTION The purpose of this procurement document is to obtain systems furniture, case goods, seating and ancillary storage units as well as delivery and installation services to fulfill the Veterans Benefits Administration (VBA) Central Office space requirements. Please review the following attachments that are critical to supporting this SOW: Attachment One 1800 g street-4th floor plan Attachment Two human capital services existing furniture Attachment Three conference table with power and data connectivity system (brand name or equivalent product) II. PERIOD OF PERFORMANCE The furniture installation will commence after delivery of the furniture. Delivery of furniture will be within 60 days after award. The contractor will complete installation in maximum 5 business days; all deliveries and installation to be performed during normal working hours (8:00am 5:00pm eastern time); all shipping and handling charges will be paid by the contractor. Responsibility and liability for loss or damage will remain with contractor until final inspection and acceptance by VBA. III. SPECIFICATIONS 1. NECESSARY COMPONENTS: The successful contractor awarded this project will provide all components, hardware, and parts necessary for proper assembly, installation, and operation, even though certain items may not be specifically described in the specifications. This includes all fittings, couplers, brackets, adapters, panel connectors, electrical cords, etc. 2. STANDARD COMPONENTS: Unless superseded by parts description specifications, goods will include all components and accessories listed by the manufacturer as standard, as well as part of the contractor s GSA schedule contract. 3. PLACE OF PERFORMANCE: All delivery and Installation will occur at the following address: Department of Veterans Affairs Veterans Benefits Administration Human Capital Services (HCS) 1800 G St. NW, 4th Floor Washington, DC 20006 4. PERFORMANCE OF WORK ON GOVERNMENT PREMISES: Current rules and regulations applicable to the premises, where the work will be performed, will apply to the contractor and its employees/subcontractor employees while working on the premises. These regulations include but are not limited to, presenting valid identification for entrance, smoking restriction and any safety procedures as outlined in the site regulations. All work is to be coordinated with VA. 5. FURNITURE The systems office furniture offered will be a complete line of systems furniture and casegoods will meet the requirements of and be available under the contractor s GSA Contract schedule 33721P. All pieces will be part of a line of furniture designed and finished to match and provide a unified look. 6. DEMOLITION AND REMOVAL: The successful contractor will remove any debris and packing materials from the new furniture and dispose of themselves, off-site, in compliance with all applicable local, state and federal regulations. IV. INSTALLATION: The furniture installation will be conducted in 1 phase (one 5-day work week). As the project is discussed with the successful contractor, the installation schedule will be developed with VBA and the lessor. Installation will be in accordance with the above installation duration schedule. The estimated installation timeframes for each phase is as follows: Phase 1 September 2022 In order to meet this timeframe, the contractor will be required to plan an installation schedule, which meets the completion date listed herein. The contractor will coordinate all deliveries and installation times with the VBA Project Manager. Reference Attachment One: floor plan for quoting purposes. Field verification will be performed during mandatory site visit. Completion of the installation requirement will require the following minimal tasks: Provide on-site management, coordination and technical assistance by a project manager working with the Government representative throughout the installation phase. Meet all incoming delivery vehicles at the building entrance, unload deliveries, check for damages, and move them to the desired areas. Areas will be clear and carpeted. Trucks are not allowed to remain in the loading dock area. Contractor will provide two copies of each of the following: Product Warranties Copies of final drawings with part numbers The contractor will arrange delivery to the VBA location in accordance with the Installation Schedule as developed by the contractor and agreed to by the VBA Project Manager. The contractor will be responsible for any damage to the building, which occurs during delivery and installation. It is incumbent upon the successful contractor to identify any existing damage to the building by means of a Pre-Installation and Delivery Walk-Through, and daily submissions of checklists to the designated agency representative on site. Proper measures (protective runners, pads, etc.) will be utilized by the contractor to protect the building (elevators, walls, floors, etc.). The contractor is responsible for compliance of all products and installation to the General Specifications in their Schedule for Office Furniture (33721P) and any other GSA Schedule on which products are offered, and with all applicable state, local and federal building codes, local ordinances and regulations. Clean up and Disposal of Waste Material. Prior to completion of the work, the contractor will remove from the vicinity of the work, all shipping containers, packing, rubbish, unused materials, and other like material, belonging to the contractor or used under the contractor s direction. Waste material will be disposed of by removal from the job site. Waste materials removed from the job site will be disposed of in accordance with the above paragraph. The contractor will make any necessary arrangements with private parties and with county officials pertinent to locations and regulations of such disposal. Any fees or charges to be paid for disposal of materials will be paid by the contractor. It is at the contractor s option to furnish a dumpster on site to contain their debris. This dumpster will be emptied regularly to ensure proper sanitation, if required. Use of the dumpster must be approved by the lessor. Upon award, the contractor s representative, supervisor, and members of the installation crew will provide the following information to both the Contracting Officer and VBA Project Managers: Company Name, Address, Telephone Number Supervisor s Name and Social Security Number Name and Social Security Number of each individual installer The contractor will be responsible for confining their crew and work to the designated project areas. Contractor will also be responsible for ensuring the installation personnel are identifiable. THE CONTRACTOR IS ADVISED TO READ THE TERMS AND CONDITIONS OF THIS REQUEST FOR QUOTATIONS CAREFULLY. Installation Installation supervision will be handled by an experienced on-site supervisor trained by the manufacturer or certified designee. The furniture system installers will have the following qualifications: A minimum of two (2) years of successful experience in the installation of the proposed furniture; and certification and ongoing factory training by the manufacturer. Code Compliance: All products and installation will comply with all state, local, and federal building codes, local ordinances, and regulations. The responsibility for determining and assuring compliance is the contractor s. Building Protection - Reasonable building protection will be required to protect finishes from excessive damage. It is the responsibility of the installer to properly protect the building during installation. Walls around the doors should all be covered with corrugated board. All doorframes and doors should also be covered with special cardboard corner guards and corrugated board. All elevators are to be covered with blankets and cardboard. All carpet and tiled floors are to be covered with Masonite boarding throughout the main traffic areas, main lobbies and elevator lobbies. It is imperative that all surfaces be properly protected to eliminate damage fees. Installation Hours: Conduct installation services during regular business hours (verifying with lessor) to the maximum extent possible according to the schedule developed with the lessor and VBA approval. Verification of Shipments: Parts are to be checked at factory prior to shipping to ensure order is complete and that installation will not be delayed as a result of missing parts or an incomplete delivery. Repairs: Correct at contractor expense or pay the Government to repair any building damage caused by the installation team, including damage to walls, ceiling, and floors. Restore the building to the condition it was in at the start of furniture installation. If the contractor will repair building damage, use materials to repair the damage that meet the environmental specifications required in the construction contract. Touch-up all nicks and scratches on the furniture that occur during installation. Upon Completion of Installation 1. Protect all warranties by immediately correcting all omissions, mistakes, or damage. 2. Review the installation of the site with VBA representatives and prepare a punch list of any problems that will be corrected. 3. Ensure installation conforms to the requirements of the Uniform Federal Accessibilities Standards [UFAS]. 4. Unless directed otherwise by the VBA, remove from the project site any defective product or material that has been delivered to the site in error. 5. Correct all minor deficiencies and make all minor adjustments as required for life safety within seventy-two (72) hours after completing the installation on each floor. Replace all damaged or missing products by means that will eliminate or minimize installation delay. Assume replacement costs, including communications, shipping, and installation. 6. Correct all other punch list items, to the satisfaction of the VBA within five (5) working days after completing the furniture installation, unless new product being ordered. Provide weekly updates. 7. Provide a professional installation that is square, plum and properly aligned with adjoining furniture. Post Installation Services 1. Coordinate disposal activities with the VBA Project Manager. Remove all packing materials, debris, and cartons from the job site daily. 2. Do not dispose of or discard recyclables, packing materials or trash in building-provided recycling or trash containers or dumpsters. 3. Furniture Cleaning: Clean and dust furniture surfaces inside and out with a spray cleaner upon completion of installation of each floor. Use only approved non-toxic cleaners. V. Advance notice needs to be given to the VA to coordinate with the building manager to access to the site. Delivery will need to take place during normal business hours and installation work to be performed during normal working hours (8:00am 5:00pm eastern) unless coordinated differently with the local VA POC. Deliveries must be scheduled as to not disrupt building maintenance and functions. Loading Dock: usage must be scheduled in advance On site Storage: N/A Staging: N/A Furniture Line and Specifications This is a brand generic solicitation. For purposes of aesthetic continuity, contractors must provide systems furniture and casegoods equivalent in style and quality to the existing systems furniture and casegoods in the HCS office. Therefore, it is highly encouraged contractors attend a mandatory site-visit to conduct field verification of the existing systems furniture, casegoods and dimensions. Contractors must demonstrate that any product being offered meets all of the specifications below including the Forest Stewardship Council (FSC), Interteks's Clean Air Program, Business and Institutional Furniture Manufacturer's Association (BIFMA) Level certification, International Living Future Institute's (ILFI) Declare levelling and Certified Environmental Product Declarations. If a product does not meet all the required specifications below, it will be deemed unacceptable. Refer to provided photos to reference existing conditions. SYSTEMS/OFFICE FURNITURE SPECIFICATIONS General Systems furniture will carry a limited lifetime warranty including parts and labor to repair, that includes a warranty period for 24 hour, 7 days a week, multi shift use of the furniture. Freestanding and systems components will be interchangeable with capability to go in freestanding case goods to systems work surfaces. SYSTEMS AND FREESTANDING MODULAR FURNITURE CONSTRUCTION SPECIFICATION General 1. All systems and freestanding modular furniture product will comply with the Trade Agreements Act. 2. Systems furniture and freestanding modular furniture will be provided from the same manufacturer/line to ensure finish and construction match. 3. All product to be new and unused. 4. Manufacturing will take place in an ISO 9001 (Quality Control) certified plant. 5. Panel systems will conform to BIFMA/ANSI X5.6-2016 (Standard for Panel Systems Requirements). 6. Standard Panel Fabrics will comply with NFPA 701, method 1, requirements or be tested in accordance with ASTM E84 or UL 723, on entire assembled panel and have a flame spread rating not exceeding 25 and a smoke development rating not exceeding 450 (Class A Flammability Requirements). Panels flame spread will not exceed 25 for Class A rating (Conforms to MIL-HBDK 1008B requirements). 7. Systems Furniture will be Listed to UL 1286. 8. Storage pedestals, files will be compliant with ANSI/BIFMA X5. Storage units will confirm to BIFMA.ANSI X5.5 2014 and x5.9-2019 9. Freestanding elements will conform to ANSI/BIFMA X5.5-2014 (Desks and Tables) 10. Tempered glass will conform to ASTM C 1048 Type 1 (Class 1 Transparent). Acrylic will not be substituted or accepted. 11. All electrical components will be UL (1286 and/or 183) & CSA listed and meet the applicable requirements of the National Electrical Code (NEC)/ Canadian Electrical Code (CEC). 12. Manufacturer will offer a custom product development program as GSA Contract. Sustainable Design: 1. Total recycled content must be 37% or greater combining both post-consumer and pre-consumer recycled content. 2. The panel system and storage products will be manufactured in an ISO 14001 (Environmental Control) certified plant 3. All materials will be free of hexavalent chrome, CFC's, and PDBE's. 4. Adhesives used will be solvent free and free of any Hazardous Air Pollutants. 5. Metal parts will be powder coated and finished with a durable VOC -free finish which is applied in a process that generates low levels of recyclable waste. 6. Product will be Greenguard certified or equivalent as low emitting furniture meeting LEED requirements of IEQ 4.5 Low Emitting Furniture. Certificate must be displayed on USGBC website/Greenguard.org. 7. Product will be certified at BIFMA Level 2 (or higher). 8. All laminate and veneer components (surfaces, storage) will have FSC-Certified cores. WARRANTY FOR EACH SERIES PRODUCT IS TO BE INCLUDED.
