Inactive Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside (FAR 19.14)

A -The phases on the floor plan do not pertain to this request. Please disregard the phases. 4. Q - COVID Deep Cleaning Four (4) is for known positive COVID-19 patient Deep Cleaning Eight (8) is for unconfirmed or suspected COVID-19 patient There are no differences in the SOW for these two types of cleaning. What is the frequency of these two cleanings? A - The difference is the deep cleaning requires disinfectant fog and wipe down of all equipment, furniture, etc. 5. Q - The work schedule states that work would occur after 4pm, Monday through Friday, or Saturday 7:00 am to 3 pm. Will this be an everyday general cleaning and then once a month COVID Deep Cleaning? A There will be 12 cleanings per period of performance that will occur after 4pm Monday through Friday or Saturday between 7am to 3pm. Depending on the situation, we will be willing to work with the Contractor on the scheduling. This will not be an everyday general cleaning. 6. Q - Is there a key area(s) to pay special attention to? A - There are six (6) interview rooms and one (1) conference room on the first floor where the public enters for assistance. 7. Q - Will the floors be added into the SOW for cleaning? If so, what type of floors are they; hardwood, tile, or carpet? A - No 8. Q - The floor plan does not show any restrooms, will restrooms be added to the SOW too? A - No 9. Q - Per the solicitation a resulting contract will be awarded as an FFP contract. The solicitation describes two cleaning scenarios, COVID deep cleaning 4 required and deep cleaning 8 required. If the VA does not request all 12 of these cleanings will the contractor still invoice the full award amount or will the contractor only invoice for requested cleanings? Or would part of this contract be IDIQ? A - This will be an FFP contract. All 12 of the cleaning will be scheduled. 10. Q - Are there any hospital beds/rooms in VA Honolulu Regional Office? Or patients that spend overnight in the facility? A - No 11. Q - Have there been any COVID 19 cleanings at facility to date? A - Yes, one 12. Q - Is there an incumbent contractor currently performing this work? If yes, Whom? A - No 13. Q - What percentage of the work has to be self performed by the Prime (SDVOSB)? A - Vendors must also provide a written statement with adequate assurance that per 13 CFR 125.6 they can meet the limitations of subcontracting. Per 13 CFR 125.6 (1), in the case of a contract for services (except construction), the [prime contractor] will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Since an independent contractor such as a 1099 employee is considered a subcontractor then, each independent subcontractor needs to be registered in VIP as an SDVOSB to be considered as a similarly situated SDVOSB entity that does not count towards the limitations of subcontracting. 14. Q - Please provide photos of areas, furniture, and equipment to be cleaned. A N/A 15. Q - Is there a place to store materials & equipment for the successful contractor? A - No 16. Q - Will cleaning occur around patients (we understand VA staff will be moved while cleaning occurs)? A - There will be no employees, visitors, or patients while the cleaning is being completed. 17. Q - Is there a requirement to handle the waste in any special way? A All waste must be removed from the VA Campus and disposed of according to local state requirements. 18. Q - In scenario one or two, when a person has been deemed to have entered the Regional Office, will the facility be closed until COVID 19 cleaning has been performed? A - Yes 19. Q - Is the only thing that triggers any type of cleaning, scenario one or two? If neither of those scenarios happen will there not be any cleanings at all? A - 12 cleaning will occur regardless of the situation. 20. Q - To help determine the man-power needed, will we only have after 4:00 pm (M-F) on weekdays till the next business day to clean the total building? And 7:00 am till 3:00 pm on Saturday s? No access to facility on Sunday s? A - There is no access to the building on Sunday. We are willing to work with the Contractor regarding the schedule.
