Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. There are no expenses associated with responding to this notice. Please include the following information that shall be utilized for market research purposes: 1 Indicate your DUNS 2 - Set Aside Status: (SDVOSB, VOSB, SB, Hubzone, Woman-owned, etc) 3 Do you have a GSA contract? If so, please indicate the number. 4 A brief description of the training material to be presented. 5 Estimated cost BACKGROUND: The Department of Veterans Affairs (VBA), Office of Administration and Facilities (OAF) requires training of the Freedom of Information Act (FOIA) and Privacy Act (PA) to support the training of twenty (20) newly appointed FOIA/PA Program Specialists to provide insight and advice on policies and procedures that affect FOIA/Privacy practices and assure effectiveness across all VA field facilities. Assist Program Specialists in identifying key FOIA/Privacy metrics that will provide VBA FOIA/Privacy professionals with reliable and actionable information to strengthen process. SCOPE Task 1 Training The Contractor shall provide all labor, supplies, travel, training materials and other costs associated with this requirement to deliver FOIA/PA training as needed to VBA employees. The specific dates and times for the training sessions will be agreed upon by the VA and the vendor. The VA will provide the vendor with their preferred dates at least two weeks in advance of those dates. The following training is required: FOIA Exemptions Disclosures Types of Records Policy and Procedures Fees Referral and Consultation PA Disclosures Right of Access System of Record Notices (SORNs) Records Maintenance Safeguarding Information Agency Privacy Rules Judicial Review Exemptions PERIOD OF PERFORMANCE (POP): The period of performance will be over a three-day period during May 2020. Dates are subject to change based on the availability of the training. PLACE OF PERFORMANCE: The training will take place at VBA, 1800 G Street NW, Washington DC 20006.
