Pre-Solicitation This notice announces the intent of the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Philadelphia VA Insurance Center (VAIC) 5000 Wissahickon Avenue, Philadelphia, PA 19144 to issue a solicitation for Beneficiary Locator Services contract. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Solicitation is set-aside for Service-Disabled Veteran-Owned Small Business concerns. Services to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 561611 with a size standard of $20.5 Million. The Request for Quote (RFQ) will be issued electronically on or about October 31, 2019 on the Internet at http://www.fbo.gov. The intended contract period is a base year plus four (4) one-year options. To be eligible for contract award, responding contractors must be verified as a Service-Disabled Veteran-Owned Small Business under the applicable NAICS code in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ registered in System for Award Management (SAM), and must a have a valid Dun and Bradstreet (DUNS) Number. Telephone requests for the solicitation will not be honored. When issued, the solicitation will be available electronically via the FedBizOpps website at http://fedbizopps.gov. under Solicitation Number RFQ 36C10E20Q0034 and will be available on or about October 31, 2019. Formal quotes will be due to the Contracting Officer NLT Friday November 22, 2019, at 3:00 PM Central Daylight Time (CDT).
