The Lincoln VA Regional Benefit Office (VARO), Veteran Readiness and Employment (VR&E) Service requires a fully integrated, operational, and safe Mobile Spray Polyurethane Foam (SPF) Application System to support an approved VR&E self-employment services plan under 38 U.S.C. Chapter 31. The contractor must furnish additional equipment and materials and perform integration, configuration, testing, commissioning, training, and documentation. The goal is to transform a Veteran-furnished trailer and previously acquired equipment into a turnkey, ready-to-work system. The Veteran must be able to independently and safely power up, operate, and perform commercial SPF application work on the first day of business operation.
