The Department of Veterans Affairs Regional Office (VARO) located at 1600 East Woodrow Wilson Ave, Jackson Mississippi, 39216 has a need for environmental testing and inspection at the Regional Office. Potential mold and mildew are causing concerns of health issues to the tenants of the Regional Office. Purpose. The purpose of this Statement of Work is to define the tasks necessary for testing and inspection data for mold and mildew within the building space and to provide air sample data for a mold remediation plan for the Jackson Regional Office. The Period of Performance is seven (14) days from contract award. Objective. In accordance with the terms of this contract, the Contractor shall be required to furnish all necessary tools, labor, materials, supplies, equipment, services, and supervision to accomplish all tasks necessary for the performance of the work set forth in this Statement of Work (SOW). These services include, but are not limited to: equipment delivery, installation, testing, supplies, maintenance, documentation necessary for the successful completion of the work and recommendation for remediation. Accuracy of Measurement. The contractor is responsible for the accuracy of all measurements taken for proper testing/inspection air sampling of total building space. The Contractor shall verify all measurements relating to the required work prior to submission of their cost proposal to the Contracting Officer. SCOPE OF WORK: Contractor shall perform the following work: Testing and Inspection. An environmental testing and inspection scope of work for mold and mildew typically includes: a thorough visual inspection of accessible areas to identify visible mold growth, using moisture meters to detect hidden dampness, collecting air samples from suspected areas, and analyzing these samples in a laboratory to identify the type and concentration of mold present; the report will detail findings, potential sources of moisture, and recommendations for remediation if necessary. Visual Inspection. Examination of all accessible areas including walls, ceilings, floors, and HVAC systems for visible mold growth. Assessment of potential mold-conducive conditions like water damage, leaks, high humidity, and poor ventilation. Observation of musty odors, which can indicate mold presence. The Contractor will provide all rags, cleaning solution, PPE, machines, testing equipment for all testing and inspection. Air Sampling. Collecting air samples at various locations within the building, which includes all three floors and garage storage rooms using specialized air sampling equipment. Sampling locations should be based on areas with suspected mold growth and potential exposure points. General Requirements. Code Compliance. The Contractor shall comply with all local, state, and federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work is in compliance with the applicable codes. Disposal. No requirement for disposal Period of Performance. The Contractor will complete the installation within 14 days from date of contract award. The Regional Office is open five days a week and the facility will need to remain operational. Work will be required to be performed during normal operating hours. Normal operating hours are from 7:00 am to 3:30 pm Monday through Friday except on Federal Holidays. Points of Contact. Key Personnel: A superintendent, authorized to make decisions and commitments on behalf of the contractor shall be required to be present when any work is being performed. The superintendent shall be named in writing and submitted to the Contracting Officer prior to beginning work. Contractor Identification: (a) All contract personnel attending meetings or working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that the contractor participation is appropriately disclosed. STATISTICAL INFORMATION & SITE VISIT: One (1) site visit may be scheduled by the Contracting Officer prior to closing date of solicitation. The site visit will be conducted by the Contracting Officer s Representative (COR) and include a walk-thru of all areas affected, followed up by a conference call with the Contracting Officer if needed. With respect to the building and/or equipment information and statistics stated herein, all Offerors/Bidders are encouraged to visit the facility and ascertain the nature and location of the services to be performed and the general and specific conditions at the site. Failure to do so will not relieve Offerors/Bidders of their responsibility to properly estimate the difficulty or cost of successfully performing the services. The Government will not be responsible for any error or variation in the statistical data stated herein. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this contract. No consideration will be given to claims based on a lack of knowledge of the existing conditions. Reports and Notifications: (a) The Contractor shall notify the Contracting Officer and COR of any work delays immediately upon identification. If dangerous working conditions exist, the Contractor will notify the COR immediately. Health and Safety Plan: (a) The Contractor shall be solely responsible for risk assessments, managing health, and safety issues associated with this project. Based on hazard assessments, the Contractor shall provide or afford each employee personal protection equipment (PPE) that will protect the employee from hazards. Damages: (a) The Contractor shall be responsible for all damages to property or injuries to persons as a result of their fault or negligence. The Contracting Officer shall validate and negotiate any claims with the Contractor. Special Notes: (a) The Government will not furnish any equipment to the Contractor under the terms of this contract. Hours of Operation: Normal Working Hours are: 7:00 am to 3:30 pm, Monday through Friday, excluding Federal holidays. "Normal Tenant Working Hours" are those hours on each official Federal workday during which the building occupants and/or the general public will be in the building(s). Contractors must follow policies and procedures outlined in our shred policy VBA Letter 20-08-63 dated January 12, 2011, VA Directive 6500, Information Security Program; and VA Handbook 6500.6, Contract Security which are available at: http://www1.va.gov/vapubs and its handbooks to ensure appropriate security controls are in place. Information Security: The Contractor will not attempt to override or disable security, technical, or management controls unless expressly permitted to do so as an explicit requirement under the contract or at the direction of the COR and/or Information Security Officer (ISO). If paper is discovered with personally identifiable Information (PII) or sensitive personal information (SPI) on it while performing normal duties outlined in this contract, the Contractor should immediately take it to the COR or the ISO and communicate the following details: where the information was found and who found it. PII is name, address, social security number, etc. SPI with respect to an individual, means any information about the individual maintained by an agency, including the following: (i) education, financial transactions, medical history, and criminal or employment history; (ii) information that can be used to distinguish or trace the individual's identity, including name, social security number, date and place of birth, mother's maiden name, or biometric records. The Contractor will not take VA sensitive information from the workplace without written authorization from the COR and the ISO. Records Management: VA Handbook 6300.1, Chapter 4, g. g.
