This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101. An Invitation for Bids (IFB) solicitation will be posted on or about Tuesday, February 6, 2024. The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Fireproofing Insulation and Rodent Prevention project. The scope of this project shall apply sprayed fire-resistive material and a protective insulation covering for the fireproofing, which is currently deteriorating (last completed in 2009) on Building 46 and Building 47 at the St. Petersburg, Florida, VARO. This requirement also requests for an environmentally friendly protective barrier to prevent rodent habitation with birds and squirrels. The period of performance for this project will be one hundred eighty (180) calendar days from the issuance of the Notice to Proceed. The magnitude of this project is between $1,000,000.00 and $2,000,000.00 pursuant to FAR 36.204 and Veterans Affairs Acquisition Regulation (VAAR) 836.204. The North American Industry Classification System (NAICS) Code for this procurement is 238310 [Drywall and Insulation Contractors] and the small business size standard is $19 million. The solicitation will be issued as an IFB under FAR Part 14. A Bid Bond will be required and shall be at least twenty percent (20%) of the bid price, but shall not exceed $3,000,000.00 pursuant to FAR 28.101-2(b). This project will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). All SDVOSBs must be verified in the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) via https://veterans.certify.sba.gov/ and/or SBA Dynamic Small Business System (DSBS) via https://dsbs.sba.gov/search/dsp_dsbs.cfm at the time of bid submission, at the time of contract award, and for the duration of performance of the resultant contract. The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services associated with the following project objectives: Apply fireproofing and a protective insulation covering for the fireproofing; Provide an environmentally-friendly barrier to prevent the nesting of birds and other rodents under the protective insulation over the fireproofing; Replace any deformed and damaged pipe hangers; and Remove any existing material and prepare surfaces to bond with new foam without structural or property damage. To qualify as interested in this project, information pertaining to the following six (6) components must be submitted in response to this Sources Sought Notice on or before January 19, 2024 at 3:00 pm EST: (1) Statement of Intent that a Bid will be submitted to the future Solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number; (2) Verification through the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) and/or SBA Dynamic Small Business System (DSBS) as a SDVOSB or VOSB under the NAICS Code of 238310, if applicable; (3) Verification through VETS-4212 for SDVOSBs or VOSBs that the current reporting requirements and confirmation of filing has been satisfied, if applicable; (4) Evidence of previous experience with applying fireproofing and protective insulation covering for the fireproofing, specifically using sprayed fire-resistive material, that complies with the American Society for Testing and Materials (ASTM), life/safety, and all other applicable codes; (5) Evidence of previous experience in installing netting barriers that are environmentally-friendly under the protective insulation over the fireproofing; and (6) Evidence of the company s ability to perform at least twenty-five percent (25%) of this requirement in accordance with Federal Acquisition Regulation (FAR) 52.219-14: Limitations on Subcontracting. All six (6) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs. Failure to submit each of the six (6) components, as identified above, will result in a Contractor not being considered as an interested SDVOSB, VOSB, or SB. If adequate interest is not received to this Sources Sought Notice by SDVOSBs, VOSBs, and/or SBs, then this project will not be set-aside.
