The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 519290, (Web Search Portals and All Other Information Services) with a size standard 1000 employees. The Department of Veterans Affairs (VBA), Philadelphia PA Reginal Benefit Office is seeking to identify any vendor capable of providing Public Records Database Subscription Services per the Draft Statement of Work below. This notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Notice. Information received from this Notice shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to provide the requested subscription services are invited to submit a response to this Notice by 10:00 AM EST on 21-Aug-2023. PLACE OF PERFORMANCE VAIC is located at 5000 Wissahickon Avenue Philadelphia PA 19144. PERIOD of PERFORMANCE Base Year: from Oct 1, 2023 to Sept 30, 2024 with four potential annual option years to be exercised at the discretion of the Contract Officer. REQUIREMENTS At a minimum, Contractor s Public Records Database Subscription Services shall provide the VAIC with the following features for all VA Insurance users with an already established online database/system: Searchable Public Record Database Public records should be searchable by Name Social Security Number Business Information Phone Number Location Public record should include: Court Records Marriage Records Death Records County, Local Municipality Records State Records Property Filings: The VAIC uses property filings (assuming that is sales and tax information) for locating beneficiaries/veterans, mainly for payment of death claims. DELIVERABLES Within 3 days of award date, the contractor shall provide the Enterprise User License for VA Insurance staff to access the Legal Research Database. GOVERNMENT FURNISHED PROPERTY The Government does not anticipate the need for Government Furnished Property. SECURITY All Contractor personnel shall be subject to the same Federal security and privacy laws, regulations, standards and VA policies as VA personnel, including the Privacy Act, 5 U.S.C. §552a, regarding information and information system security. See attached VA Handbook 6500.6, Contract Security Appendix C. END USER TRAINING The contractor shall provide a one-time online interactive training session for first time users to demonstrate how the product works for about 30 minutes to an hour within a week after contract award.
