The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), intends to award a sole source contract to West Publishing Corporation, 610 Opperman Dr., Eagan, MN 55123-1340, for online legal research database subscription services. The VBA s Office of Compensation Service requires the use of a web-based legal research subscription service to provide general counsel and analysts the tools necessary to properly adjudicate rulings on compensation issues and to complete research that supplements, with statistical analysis, information that is mined from the other associated tools. Specific features that the web-based legal research services need to provide include: A reference tool that allows for quick and basic access to legislative interpretations, a comprehensive research tool that delves into analysis and interpretation, a compiled list of federal legislative histories, General Accountability Office (GAO) Legislative Histories, and a set of research tools designed to supplement, and provide statistical analysis and information that is mined from other tools for VBA s Compensation Service, Pension & Fiduciary, Education, General Counsel, Loan Guaranty, and Insurance and Office of Administrative Review. This proposed contract is for services for which the Government intends to solicit and negotiate with only one source, West Publishing Corporation, as they are the only vendor capable of fulfilling the requirement and it is in the best interest of the Government. Market Research revealed that no other vendors, other than West Publishing Corporation, are capable of providing the required services. However, interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 2:00PM ET on January 11, 2022. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. This Pre-Solicitation Notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
