Pre-Solicitation Notice/Synopsis This notice announces the intent of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Acquisitions, to issue a solicitation on behalf of the Veteran Readiness and Employment (VR&E) for services in support of Longitudinal Study (PL 110-389 Sec. 334). The Longitudinal Study project originated with the passage of Public Law 110-389, Section 334. The longitudinal effort will center on individuals who begin participation in a vocational rehabilitation program under Chapter 31, for fiscal years 2010, 2012, and 2014. Each cohort will be followed for 20 years. The scope of this contract is to collect the data on nearly 50,000 Veteran participants and provide analysis that will provide useful demographics and trends relating to the targeted veteran customer within VR&E s Chapter 31 program. Specific duties of the contractor shall be identified in the Statement of Work in the solicitation. The Solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Services to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 541611 with a size standard of $16.5 Million. The Request for Quote (RFQ) will be issued electronically on Contract Opportunities at http://sam.gov. To be eligible for contract award, responding contractors must be verified as a Service-Disabled Veteran-Owned Small Business under the applicable NAICS code in the Vendor Information Pages at https://www.vip.vetbiz.va.gov/ registered in System for Award Management (SAM), and must a have a valid Dun and Bradstreet (DUNS) Number. The Contractor must also meet the limitations of subcontracting in accordance with VAAR 52.219-74. The planned Solicitation Number is RFQ 36C10D21Q0042. This is a Pre-Solicitation Notice only.
