DA01--VA-27-00015330 - Mission-Oriented Services for Application Integration and Capabilities (MOSAIC)
VA OIT is conducting market research for a planned MOSAIC acquisition to position authoritative VA data as a trustworthy, well-structured enterprise asset consumable through transactional APIs, bulk/analytical access, event-driven/streaming exchange, and governed AI-ready data products. The RFI seeks forward-looking industry perspective on a five-to-ten-year future state, including AI agents, real-time/event-driven patterns, interoperability standards, data products, automation, and which current integration capabilities or practices should be retired, consolidated, or replaced. It also requests input on managed-services versus platform-first operating models, transition and sustainment of a possible initial baseline (such as VA Profile, VADIR, HDR, and existing API/integration products), scalable work classification, performance measures, security/governance/portability/exit, and commercial/pricing approaches including a five-year ROM. VA wants candid, experience-based recommendations that challenge current assumptions and identify dependencies, risks, transition considerations, and durable enterprise capabilities rather than preserving existing structures. Acquisition structure, contract type, period of performance, ceiling, pricing model, and evaluation factors remain undecided, and this is a planning-only RFI, not a solicitation.
