DA01--Replacement of IBM COBOL Mainframe System for Veteran Benefit Debt Management
The Department of Veterans Affairs is conducting market research via a Request for Information (RFI) for the potential replacement of a legacy IBM COBOL mainframe system that manages Veteran benefit debts. The work involves designing and implementing a modernized solution that replicates all existing functions, including debt aging and generating demand letters, while integrating with approximately ten external systems and supporting downstream SQL Server and MuleSoft APIs. Respondents must provide a high-level description of their technical capability and a rough level of effort estimate, including labor categories and hours.
