The VA Office of Information and Technology, Product Delivery Services, Data, AI, and Innovation Services Portfolio requires brand-name Cockroach Database (CRDB) subscription licenses and maintenance, including software updates, fixes, security alerts, patches, and 24/7 customer support. The existing Summit Data Platform needs a cloud-native CRDB solution that provides ACID-compliant, highly elastic, and consistent database services for mission-critical workloads. The solution must support multi-cloud/hybrid deployments across VA data centers, on-premises, VA Enterprise Cloud (VAEC), GovCloud, and Microsoft Azure Government (MAG), with near real-time Change Data Capture, geo-partitioning, and resilience/elastic scaling across machine, datacenter, and regional failures. The contractor must also provide up to 300 hours of incidental services support within a 12-month licensing period for technical assistance, configuration, and troubleshooting. Performance must enable VA to capture operational data and deliver near real-time insights and analytics for decision-makers and customer service staff serving Veterans.
