Synopsis- Notice of Intent to Sole Source This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce a Firm Fixed Price Sole Source Purchase Order with Censis Technologies, located at 4031 Aspen Grove Drive, Suite 350 Franklin, Tennessee 37064 for the purpose of a software upgrade of its brand name Censis Technologies Censitrac OR Scheduler for 11 locations. The Government intends on purchasing the following items and quantities: Censis OR Scheduler Implementation Fee Implementation - OR Scheduler Implementation Part # IMTORS1 Quantity: 11 The Government intends to negotiate solely with Censis Technologies per FAR 13.106(b)(1), as no other source of supplies will satisfy agency requirements. Censis Technologies owns the rights to all proprietary program language and intellectual property of all software products under the Censitrac umbrella. The current VISN 10 SPS instrument management system is based on existing Censis Technologies software and VA requires support to be compatible with the existing infrastructure protocols and functionality for continued operational availability. Due to the proprietary nature of the software code in the existing VAMC, only Censis Technologies will meet VA's requirements due to compatibility and interoperability with the proprietary software. No other source is available for Censis technical support. The NAICS code for this acquisition is 513210, with a size standard of $47m. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 08/08/2025 3:00 PM Eastern Time will be considered.
