COMBINED SYNOPSIS/SOLICITATION AMENDMENT 0002 *This solicitation amendment, 36C10B24R0004 A0002, is hereby issued to incorporate changes and updates via tracked changes at Sections B.4 Price Schedule, B.5 Performance Work Statement, E.13 Basis For Award, and E.14 Proposal Submission Instructions of the Solicitation. As a result, the previous Phase One (Evaluation of Accessibility Conformance Reports (ACRs)) has been removed in its entirety from the solicitation; therefore, all ACR/Voluntary Product Accessibility Template submissions received in response will no longer be evaluated or used as consideration for award. The amended solicitation now consists of the following two Phases: Phase One – Written Technical Approach and Phase Two – Task Demonstration as detailed at Section E.13 of the Solicitation. This amended solicitation is hereby re-opened to any and all potential offerors commencing with Phase One - Written Technical Approach, Past Performance, Veterans Involvement, Price, and Reps and Certs Volume submissions. Offerors shall review and comply with all changes and updates to the amended solicitation and submit a response in accordance with the amended Solicitation. No prior submissions will be reviewed or considered for award. (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional solicitation will not be issued. (ii) Solicitation 36C10B24R0004 is issued as a Request for Proposal. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) Solicitation will be posted as unrestricted and use NAICS code 541519 with associated business size standard of $34M. (v) See Solicitation Price Schedule for a list of line item number(s) and items, quantities, and units of measure (including options and optional tasks). (vi) See Performance Work Statement of Solicitation for a description of requirements for the items to be acquired. (vii) Dates and places of delivery and acceptance are listed in the Price Schedule of Solicitation. (viii) The provision at 52.212-1, “Instructions to Offerors – Commercial Products and Commercial Services” and Solicitation Provision E.14, “Proposal Submission Instructions” applies to this acquisition. (ix) The provision at 52.212-2, “Evaluation -- Commercial Products and Commercial Services”, and Solicitation Provision E.13, “Basis for Award” which includes the specific evaluation criteria to be used for this acquisition. (x) Offerors shall include a completed copy of the provision at 52.212-3, “Offeror Representations and Certifications -- Commercial Products and Commercial Services”. (xi) The clause at 52.212-4, “Contract Terms and Conditions -- Commercial Products and Commercial Services” applies to this acquisition.
