US Department of Veterans Affairs Combined Synopsis/Pre-Solicitation notification 36C10B23Q0548_1 Brand Name Censis Personal Data Assistant (PDA) Bundles This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for 561 brand name Censis PDA Bundles, which includes medical grade Zebra TC52ax-HC scanners and access to Censis Technical Support with a one-year commercial warranty support of the scanners. The intended sole source award will be a firm-fixed price contract with Censis Technologies, Inc., 4031 Aspen Grove Drive, Suite 350, Franklin, TN 37067. The Statutory Authority for this action falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. See attached Request for Quotation (RFQ) 36C10B23Q0548 and Justification for Other Than Full and Open Competition. The closing date of the solicitation is noted in the SF 1449 of the RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See attached RFQ for addenda. The provision at 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. See attached RFQ for the Evaluation procedures and Basis for Award. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. See attached RFQ for addenda. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. See attached RFQ for addenda.
