The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics (OPAL), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a sole source contract for the Veteran Images Licensing. The TAC intends to award a sole source firm-fixed price contract with F8PJ, LLC DBA Veterans Portrait Project (VPP). The Statutory Authority being utilized is Federal Acquisition Regulation (FAR) 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). However, in accordance with FAR 5.207(c) (16) (ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The period of performance shall be a 12 month base period. The North American Industrial Classification (NAICS) for this effort is 541922. The anticipated award date is November 9, 2021. This notification shall close on November 9, 2021.
