The purpose of this Request for Information (RFI) is to determine the availability of businesses capable of providing Local Exchange Carrier Services, specifically T1 DSS, at the CBOC located in Carroll, Iowa. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. The North American Industry Classification System (NAICS) code for this requirement is 517311- Wired Telecommunications Carriers with a size standard of 1,500 Employees. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible and must include the contractor s name, address, and CAGE code. It is requested that interested contractors respond to the following: 1) Provide a summary of your technical capability to meet the draft PWS requirements (boilerplate marketing material will not be accepted). 2) What is your corporate experience or expertise in performing these services and specific examples or references? Specific examples or references provided must include the agency, point of contact, dollar value, and contract number. 3) Is your company a small business under the applicable NAICS and if so, what is your socio-economic status (e.g. HUBZone, WOSB, VOSB, etc.)? 4) If you are a SD/VOSB, are you registered in VIP (https://www.vip.vetbiz.va.gov/)? Note the requirements of 52.219-14, Limitations on Subcontracting, whereby at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern are applicable to this requirement.
