Request for Information VISN 4 Online Journal Subscriptions Introduction This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. 2. Submittal Information: All responsible sources may submit a response in accordance with the below information. There is a page limitation for this RFI of 10 pages. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached Performance Work Statement (PWS) and must include the following: Interested Vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in VIP. Provide the team members, subcontractors, and/or vendors you plan to propose, the percentage of work each is to perform, and which PWS requirements are planned to be subcontracted to each. Indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms. Provide a summary of your capability to meet the requirements contained within the draft PWS for the following areas: Detail your company s capabilities, technical approach and experience supporting federal agencies in providing publication subscriptions, and how your organization can satisfy the requirements listed in the PWS. Please indicate if you can provide all subscriptions listed in Attachment 1. Detail your company s publication subscription and accessibility from various client devices through either a thin client interface, such as a web browser (e.g., web-based email) or hard copies via mail. The publication subscriptions shall not require download of any software to VA computers. Does your solution have a database with the ability to run reports that VA can access? Is customer data hosted in the U.S.? Do company employees or contractors outside the U.S. have access to customer data for any reason? If yes, please describe. Please describe your company s willingness and ability to adopt and incorporate customer feedback in the subscription publication renewal process outlined in PWS. Please describe your pricing model to include the threshold for named user subscriptions vs. an enterprise/site subscription. Is your pricing model driven by total users, concurrent users, transaction-based, number of records, etc? Does your pricing model offer discounted pricing based on consumption volume? Does your pricing model have the ability to be calculated on a monthly basis? Are any additional services needed outside of the subscription model (e.g., cancellation fee, report generation, claims etc.)? If so, please provide the items and proposed price for these additional services. Please provide separate Rough Orders of Magnitude (ROMs) for the publication subscription in accordance with PWS Paragraphs 3.0 and 5.0 including associated subparagraphs. Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? Yes No (if No, answer question 10) If NO , please provide your technical and functional comments/ recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution. Do you have a preferred contract vehicle (e.g. NASA SEWP, GSA, FBO, etc.)? Note: Small businesses should include intent and ability to meet set-aside requirements for performance of this effort, if applicable.
