Do not submit a proposal. It is requested that all contractors interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in the attached draft Performance Work Statement (PWS). This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Department of Veterans Affairs (VA) in developing its acquisition strategy and Statement of Work. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. (For more information refer to http://www.sba.gov/): Small businesses should also include information as to: The intent and ability to meet set-aside requirements for performance of this effort, if set-aside, as set forth in Veterans Affairs Acquisition Regulation (VAAR) 852.219-10 (JUL 2019) (DEVIATION) and VAAR 852.219-11 (JUL 2019) (DEVIATION) VA Notice of Total SDVOSB Set-Aside and VA Notice of Total VOSB Set-Aside, respectively, and 13 CFR §125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs or VOSBs as defined by VAAR 852.219-10 (JUL 2019) (DEVIATION) and VAAR 852.219-11 (JUL 2019) (DEVIATION). Please provide any feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. What knowledge, skills, abilities, and experience do you have in conducting Federal enterprise level OMB A-123, Appendix A internal control reviews at the level of complexity, size, and scale of the Department of Veterans Affairs? What experience do you have in performing financial statement audits with organizations at the level of complexity, size, and scale of VA? What is your experience with organizations and mitigating external audit findings? What knowledge, skills, abilities, and experience do you have in providing technical documentation of business processes that affect financial statements and provide a framework for internal controls within organizations at the level of complexity, size, and scale of VA? ? What experience do you have in creating accounting cycle memorandum for business processes that include flow charts, related general ledger accounts, budget processes, accrual processes, financial systems involved and interfaces for an organization at the level of complexity, size, and scale of VA? What is your experience with accounting system general ledger modernization? Have you performed these activities in organizations undergoing primary financial system implementation to the extent that both legacy and target state systems are in use concurrently?
