The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Technology Acquisition Center, intends to enter into a sole source, firm fixed price contract on the basis of other than full and open competition with Parexel International Corporation 195 West Street Waltham, Massachusetts 02451, for the renewal of software maintenance and support for 200 existing Datalabs perpetual licenses and renewal of existing Datalabs term licenses with associated maintenance and support at 125 sites in support of the Cooperative Studies Program (CSP) clinical trials. The CSP is a VA-wide program that runs multiple, national clinical trials for the Office of Research and Development, Massachusetts Veterans Epidemiology Research and Information Center and helps in the research of various healthcare issues that directly relate to Veterans. This program not only analyzes the medical aspects of the research, but also the economic impact these possible clinical trials would have if implemented. The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 titled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The estimated date of award for this action is June 19, 2020. The period of performance is 12 months from July 1, 2020 through June 30, 2121 and shall include two 12-month option periods for continued license and maintenance support renewals. The primary North American Industry Classification System (NAICS) is 511210 and size standard is $41.5M. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
