If the solution you are providing is an equivalent solution, please provide the salient characteristics to show how it is equivalent to the requirements stated below. Please submit your responses to David.Melton@va.gov by 3:00PM ET Thursday November 21, 2019. **Please note this is just a Request for Information to and not a formal Solicitation.** PRODUCT REQUIREMENTS BACKGROUND The mission of the Department of Veterans Affairs (VA), Office of Research and Development (ORD) is to seek to increase collaboration between research and VA partners (local, regional, or national clinical, operations, or other healthcare system stakeholders) it is becoming clear that 1) research teams need an effective way to identify other experts across VA research, and 2) VA partners need a way to easily identify VA researchers who can help them investigate high-priority issues that affect the health and healthcare of Veterans. A Research Network Tool (RNT) would also provide significant value to: young investigators and Career Development Awardees, helping them learn about VA research nationally, and identify possible opportunities for collaboration communications/PAO/dissemination teams locally and nationally, looking for experts or recent publications in areas of interest CO research administrators seeking an understanding of research output. To meet operational goals, the ORD has a requirement for a Commercial Off the Shelf (COTS)/Software-as-a-Service (SaaS) solution for a subscription that enables an in-depth search of VA research experts, their expertise, published articles based on VA-funded research, and other publicly available data based on VA-funded studies. The solution shall be brand name Dimensions Plus or equal. Part Number Quantity 2019-URDP-2907-2101 1 2019-URDP-2907-2101 OY1 1 2019-URDP-2907-2101 OY2 1 2019-URDP-2907-2101 OY3 1 MINIMUM REQUIREMENTS AND SALIENT CHARACTERISTICS The Contractor proposed Publication/Citation/Researcher Networking Service COTS/SaaS solution shall meet the following requirements and include the following minimum features/capabilities: Spec # Description 01 General Functional Requirements RNS.01.01 The solution must provide users access to an online database of research products (linked publications, citations, grants, patents, clinical trials) in a searchable interface RNS.01.02 The solution must provide a search that interlinks research objects by various categories such as topic, author, funding organization RNS.01.03 The solution must support a VA-only view of research objects created with or linked to VA-funded research RNS.01.04 The solution must allow for VA users to login to access VA-specific features and/or information RNS.01.05 The solution must support full-text search of publicly available scientific publications, grants, clinical trials, and policy documents RNS.01.06 The solution must allow for the filtering of results by publication year, field of research, and source publication title RNS.01.07 The solution must support data views of individual researchers, with publication counts and citations RNS.01.08 The solution must support the linking of researchers to their ORCiD and NIH profiles if available RNS.01.09 The solution must support and display publication metrics regarding news and social media coverage, such as the Altmetric Attention Score RNS.01.10 The solution must support filtering publication records by funding institution, specifically displaying VA-funded published research RNS.01.11 The solution must provide data analysis views and visualizations for researchers, including information such as numbers of publications by year, other research related to the search terms, and scientific journals or other sources where related publications appear. RNS.01.12 The solution must support the export of search results and/or citations in spreadsheet or other format RNS.01.13 The solution must enable the direct download of both open-access publications and those to which VA has an enterprise subscription RNS.01.14 SaaS product has no direct connections or interfaces to VA systems or network Users consent to share their data (which may include PII and PHI) directly with the SaaS provider. SaaS provider must have published terms and conditions for user consent. VA providers access data in a view-only mode, or with limited functionality per the user s consent. All data processed by SaaS provider shall be owned by SaaS provider/user. NO VA DATA SaaS product has no direct connections or interfaces to VA systems or network Users consent to share their data (which may include PII and PHI) directly with the SaaS provider. TYPE OF CONTRACT Firm-Fixed-Price (FFP) PERIOD OF PERFORMANCE Delivery of the SaaS subscription and installation shall be due no later than 90 days after award. The period of performance shall be 12-month base and three 12-month option periods.
