US Department of Veterans Affairs Hyland Temporal Node Gateway and NilRead Test Software and Services This Combined Synopsis/Pre-Solicitation notification is associated with Request for Information/Sources Sought notification, 36C10B20Q0029_1. The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for Hyland Temporal Node Gateway software licenses and the Hyland NiiReader Test System License inclusive of software maintenance and professional support during installation, continued software maintenance as well as training services. The required Hyland Temporal Node Gateway software will monitor and cache the flow of Veterans Health Administration record images from Veterans Health Information Systems and Technology Architecture (VistA) Image eXchange, Central VistA Image eXchange to the Department of Defense (DoD) Data Access Service and vice-versa. The NilRead Test System license shall be used in the Test environment for purposes of testing image sharing capability prior to release into Production environment(s). The acquisition also requires software maintenance and professional support during installation, continued software maintenance as well as training services to ensure the software licenses are installed properly, are operational, and remain running in optimal condition. The intended sole source award will be a firm-fixed price contract with Hyland Software, Inc., 28500 Clemens Road, Westlake, Ohio 44145-1145. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The North American Industrial Classification (NAICS) for this effort is 511210. The anticipated award date of on or about February 5, 2020. This notification shall close on January 28, 2020 at 3:00 PM EST.
