This is a DRAFT request for Request for Proposal (RFP) only issued for eliciting feedback and questions to the Government s requirement. Accordingly, this DRAFT RFP constitutes neither a formal RFP nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a proposal at this time. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals, and therefore, will not accept, review, or evaluate unsolicited proposals received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted because of this notice. The Government does not reimburse respondents for any costs associated with any submission to this DRAFT RFP or, reimburse expenses incurred for responses to this DRAFT RFP. The information provided may be used by VA in further developing the RFP and/or the Performance Work Statement (PWS). Not responding to this notice does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this DRAFT RFP is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. This FedBizOpps (FBO) notice will be updated if/when the formal RFP is issued to include the final RFP and the response due date and time.
