Department of Veterans Affairs (VA) Request for Information (RFI) Clinical Quality Language Role with BPM+ 1. Introduction This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified vendors, who are able to meet Department of Veterans Affairs (VA) requirements for Clinical Quality Language Role with BPM+. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future solicitation if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions will become Government property and will not be returned. Interested vendors are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. 2. Draft Work Statement Work Statement Clinical Quality Language (CQL) role with BPM+ TAC-19-56435 Background: Standards play an important role in the consistency, sharing and quality of healthcare knowledge. Business Process Management Plus (BPM+) addresses process, decision and case/event knowledge. Within BPM+ decision knowledge is supported by the standard Decision Model & Notation (DMN). These methods are open standards that can be applied to any industry. These methods are currently being assessed and used to model clinical pathways guidelines (CPG). Clinical Quality Language (CQL) is a leading method developed and supported by Health Level Seven that addresses the dimension of decision knowledge specific within healthcare. Some initial comparative assessment into the relationship between DMN and CQL has been completed. This study showed that conceptually the two methods are potentially interchangeable. The Play: The appropriate representation of clinical knowledge requires several integrated methods. CQL addresses only decision logic, thus, its relationship and integration with BPM+ is essential for reusing and creating clinical pathways. Given the significant uptake of CQL in the healthcare community, the integration of CQL with BPM+ would expand the representation of CPG with BPM+; this in turn will improve access to quality clinical pathways. Some questions VA is seeking answers to include: How can CQL be integrated (challenges and method) with BPM+? What is the appropriate use of CQL verses DMN? How should CQL and DMN be used together? Under what conditions should CQL verses DMN be used. What are the potential benefits of using CQL with BPM+? What are the potential gaps and issues integrating CQL with BPM+? Is it possible to translate CQL to DMN and DMN to CQL without lose? Where should the VA start to develop and demonstrate a minimum viable product (MVP) for integrating CQL into BPM+? The Contractor shall deliver a briefing to VA, along with a PowerPoint Presentation to include answers to the following questions. Deliverables: PowerPoint presentation on recommendations on how CQL can be used with BPM+ (approximately 5 slides) Power point presentation on potential steps going forward for the integration of CQL with BPM+ (approximately 3 slides). Briefing and presentation to be delivered at the Object Management Group (OMG) meeting September 23, 2019. Time Box: VA anticipates 50-hour study iterations followed by a one (1) day debrief presentation at the OMG meetings to be sufficient. Disclaimer: In order to avoid potential conflicts of interest, the Contractor will not be provided any non-public information to develop the deliverables. Additionally, all deliverables will be made publicly available in the VA GitHub repository. In performance of this effort, the Contractor shall not perform a function that requires access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or Contractor systems or processes that utilize VA sensitive information). Additionally, the Contractor shall not connect one or more Contractor-owned Information Technology devices to a VA internal trusted network. Finally, this acquisition does not involve the storage, generating, transmitting, or exchanging of VA sensitive information. Evaluation The Contractor shall provide a one-page or less description detailing its ability to deliver the requirements stated. The Contractor shall provide a firm-fixed price for the entire work effort, not to exceed $10,000.
