The Department of Veterans Affairs, Office of Procurement, Acquisition and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown NJ intends to enter into a contract on a basis of other than full and open competition for the renewal of existing enterprise First Databank, Inc. (FDB) MedKnowledge licenses and maintenance, as well as the procurement of additional enterprise licenses. The TAC intends to award a sole source, firm-fixed price (FFP) contract with a period of performance consisting of a 12-month base period, two 12-month option periods, and 11 optional tasks for additional licenses to First Databank Inc. located at 500 East 96th Street, Suite 500, Indianapolis, IN 46240, as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, Only Once Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Based on market research analysis, the Government s technical experts determined that only FDB was technically capable to execute the requirements. The proposed solicitation number for this effort is 36C10B19Q0044. The place of performance for this acquisition is at the Contractor s facility. The primary North American Industry Classification System (NAICS) is 511140 with a corresponding small business size standard of 1,250 employees. The estimated date of award for this action is January 28, 2019. This notification shall close on January 15, 2019. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
